Mr. Ram Nehara <br />Plan Check Number: CW1910-004, Second Building Review <br />August 20, 2020 <br />Submittal documents should contain sufficient information and detail to review the proposed project <br />for compliance with the building codes. Upon submittal of the revised documents, your application <br />will be given priority and the review will recommence. <br />General <br />The proposed project appears intended to comply with the requirements of the 2015 <br />International Residential Code. The code should be specified in the construction drawings. See <br />the Everett Municipal Code Section 16.005.030 Article A. <br />2. The project scope appears to have significantly from expanding the existing house to modifying <br />the existing house with a small addition at the basement level. In addition, the original <br />submittal indicated that the project included converting the single-family residence (SFR) into <br />an adult family home (AFH). The revised drawings do not clearly indicate if the project still <br />involves converting the house into an AFH, but it does not appear the that house satisfies the <br />requirements of Section R325. The scope of the project should be clarified and stated in the <br />drawings. See Section 106.1.1. <br />3. Continuing with the previous comment, the revised drawings appear to indicate the current <br />scope either involves modify the existing building for use as a SFR or converting it into a <br />duplex. Conversion of the house into a duplex requires approval from the Planning <br />Department. Other IRC requirements will also apply. See the EMC. <br />4. The construction drawings show a "new living space' being created under the area containing <br />Bedroom 4. This area is shown as existing, but it was not constructed with permits and is <br />therefore an illegal structure. Approximately half of this area is built on top of an illegally - <br />constructed exterior deck. The construction of this portion of the building must be documented <br />and shown to be code compliant with modifications as needed. Alternatively, is should be <br />demolished. See Sections R102.7.1, R105.1, R105.4, 106.1.1, R113 and R301.1, and additional <br />"Structural" comments below. <br />5. The building includes multiple lean-to structures, including on the south sides and northeast <br />corners. These have not been constructed with permits. These are not shown on the plans <br />and should be specified for demolition. See Section 106.1.1. <br />The Site Plan 1/A1.1 shows a detached garage on the north side. The garage has had <br />unpermitted modifications that are not code -compliant, including but not limited to adding a <br />room to the rear of the building an a lean-to on the north side that extends to the property line. <br />These modifications are not shown. Note that this building needs to be modified to be code <br />compliant, and the work is required to be performed under a separate permit. The site plan <br />should show the building as -is and identify it for modifications under a separate permit. See <br />IBC Section 106.1.1, R106.2, R202, and R302. <br />7. Work requiring additional permits should be listed. Additional permits may include, but are not <br />limited to, electrical, mechanical, plumbing, and fire sprinklers.
