WATERFRONT PLACE CENTRAL HYDROLOGIC AND HYDRAULIC REPORT <br />PORT OF EVERETT — PSA 1-2015-005 PND No. 154016 — 005.01 <br />INTRODUCTION <br />This report is provided as a summary of all methods and procedures used for analyzing the drainage areas and <br />structures for the proposed Fisherman's Harbor District within the Waterfront Place Central development. <br />This report has been generated in accordance Sections 2 and 3 of the City of Everett's Stormwater <br />Management Manual (COESWMM) 2010 Edition. Calculations and supporting documentation are provided <br />in the attached appendices. <br />1. PROJECT DESCRIPTION <br />Fisherman's Harbor District project is comprised of approximately 11.03 acres of new development. This <br />area will be used for different activities including: commercial storefronts, recreation, retail, and dining. For <br />stormwater calculations and analysis the site has been subdivided into three components based on usage and <br />includes the following: parking, roadways, and new buildings. Stormwater from each of the components will <br />be collected between two conveyance systems (Fisherman's A and B Systems) and treated in two treatment <br />system vaults. A summary is provided below for each of the usage areas. <br />1.1. Parking <br />Parking within the Fisherman's Harbor District will include: Street parking, and proposed surface <br />parking lots. Stormwater from parking areas will be collected through separate systems within the <br />parking lots and conveyed to the appropriate stormwater system ("A" or `B'� and treatment. Stub <br />outs have been provided from the main systems to the edge of right-of-way for future developers to <br />tie into. The areas associated with the various forms of parking have been accounted for in the <br />stormwater calculations for both conveyance and treatment. <br />1.2. ROADWAYS <br />Access to the Fisherman's Harbor District site is available through three entrances: 13th Street, 14th <br />Street, and Seiner Drive. The primary roadway through the district is Seiner Drive. Stormwater <br />collection and treatment will be split up between the northern end of Seiner Drive and 14th Street for <br />"A" system and the southern end of Seiner Drive for `B" system. 13th Street is collected through an <br />existing stormwater system. <br />1.3. NEW BUILDINGS <br />The final development of the Fisherman's Harbor District will include following building types: <br />commercial, retail, restaurant, and residential. Stormwater from these new facilities is to be collected <br />through building roof drains and conveyed to the appropriate stormwater system ("A" or "B'�. Stub - <br />outs have been provided within the construction plan for the Fisherman's Harbor District to <br />accommodate all building and surface water runoff from proposed private developments. <br />2. SITE ASSESSMENT <br />Pre -developed conditions of the Fisherman's Harbor site consists of existing paved parking and gravel <br />surfacing over the majority of the site. There are five existing outfalls along Central Marina Bulkhead <br />Segment's A, B, and C. Of these outfalls, two shall be utilized for the proposed Fisherman's Harbor A and B <br />stormwater systems. A third outfall is to be maintained in place and is the outfall for the COE's PSO 2 <br />system. The remaining two outfalls shall be abandoned in place. Pre -developed hydrology conditions are <br />further discussed in depth in section 8.2 of this report. <br />MOM 1of8 <br />
