WATERFRONT PLACE CENTRAL <br />PORT OF EVERETT - PSA 1-2015-005 <br />HYDROLOGIC AND HYDRAULIC REPORT <br />PND No. 154016 - 005.01 <br />3. SITE DEVELOPMENT PLAN WITH ON -SITE STORMWATER MANAGEMENT <br />The existing and proposed developed site is presented in the Fisherman's Harbor — Issued for Bid and <br />Construction Set dated 6/30/2016 and associated Addenda. A copy of the construction plans for the <br />stormwater conveyance and treatment systems are provided in Appendix A. <br />No threshold discharge areas are present on the proposed project site. <br />4. CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN <br />The onsite contractor will provide a stormwater pollution prevention plan (SWPPP) and a hard copy of the <br />plan will be onsite at all times during construction. Any proposed SWPPP plans shall be reviewed by the <br />COE for compliance prior to implementation. <br />5. SOURCE CONTROL PLAN <br />5.1. TEMPORARY EROSION AND SEDIMENT CONTROL <br />The TESC plan includes the use of silt fence, rock stabilized construction access points, and existing <br />catch basins lined with filter bags to collect and prevent sediment from entering Port Gardner Bay. <br />5.2. PERMANENT EROSION AND SEDIMENT CONTROL <br />All stormwater systems will be closed conveyances. Stormwater treatment vaults, catch basin and <br />manhole sumps will be designed to trap sediment and minimize sediments entering the Port of Everett <br />Central Marina. <br />Maintenance for outlet protection at the outfalls will include inspection and repair as necessary. <br />6. SPECIAL REPORTS AND STUDIES <br />The following reports have been utilized in the development of the project stormwater plan. Each report is <br />within the project file and can be provided upon request. <br />• The Snohomish Conservation District produced a report titled, `Feasibility Report for the Port of <br />Everett WaterQuality Retrofit Projects'; prepared by the Snohomish Conservation District <br />• City of Everett Comprehensive Plan Climate Change and Sustainability Element Background Report. " <br />• Stormwater Treatment Alternatives Analysis — Port of Everett Waterfront Place Central at Fisherman's <br />Harbor Report, prepared by Herrara 2016 <br />• Re <br />ort-Geotechnical Engineering Services — Proposed Site Infrastructure — Waterfront Place Central <br />Development, Everett WA, prepared by Landau Associates 2016. <br />7. OTHER PERMITS <br />Not applicable. <br />8. PERMANENT STORMWATER CONTROL PLAN <br />8.1. OFF -SITE ANALYSIS <br />All drainage basins are directly discharged after treatment to Snohomish River. As a result of this direct <br />discharge to large bodies of water, an off -site analysis is not required. <br />A"V <br />
