WATERFRONT PLACE CENTRAL A17 PROJECT SITE — HH SUMMARY <br />PORT OF EVERETT — PSA 1-2015-005 PND No. 154016 — 017.01 <br />INTRODUCTION <br />The document is intended to provide a supplemental summary of the proposed A8 project site drainage as it <br />applies to the Irlaterfront Place Central (tiYlPC) Fisherman's Harbor— Hydrologic and Hydraulic Keport (2016 —POE <br />HH Report), as prepared by PND Engineers in October 2016. <br />1. PROJECT DESCRIPTION <br />The A8 Restaurant Building and Esplanade Wall project site is located within the Fisherman's Harbor District <br />which is part of the greater WPC development. The project includes construction of a new restaurant <br />building, approximately 6,000 square feet in size, and constructed to a "gray shell" finish. Utility connections <br />extended to the building, metal and wood siding, and interior walls to be unfinished and without a concrete <br />slab for flooring. Tenant improvement work will be conducted by two future tenants after this Contract is <br />complete. Site improvements around the building include a concrete courtyard/eating space, two-way <br />outdoor fireplace, landscaping, new sidewalk, lighting and new public access connection between Seiner <br />Drive and the Esplanade. <br />Additionally, a new concrete wall will be constructed running north -south along the east side of the current <br />Fisherman's Harbor esplanade for over 500 feet. This concrete wall provides sitting benches and landscaping <br />and serves as a separation point between the restaurant outdoor dining and pedestrians using the Port's public <br />trail system. see attachment 3. <br />2. STORMWATER MANAGEMENT <br />The A8 project site has progressed in detail significantly from the 2016 - POE HH Report, with project site <br />consisting of four sub -drainage basins. A detailed basin summary map is provided in Attachment 1. <br />• Sub -Basin 1 — Consists of 7,475 SF of new hardscape/landscaping and is non -pollution generating <br />surfaces (Non-PGIS). Drainage from this sub -basin will drain to the landscaping on the western edge <br />of the A8 parcel where it will be infiltrated into the landscaping or released to directly to the Central <br />Marina Basin. <br />• Sub -Basin 2 — Consists of 2,887 SF of new landscaping/wall features and is non -pollution generating <br />(Non-PGIS). Drainage from this sub -basin will drain to the landscaping on the western edge of the <br />Esplanade Wall where it will be infiltrated into the landscaping or released to directly to the Central <br />Marina Basin. <br />• Sub -Basin 3 — Consists of 8,448 SF of new building roof and is to be collected and discharged to the <br />existing private stormwater system Fisherman's Harbor A (FHA). <br />• Sub -Basin 4 — Consists of 3039 SF of new hardscape/landscaping and is non -pollution generating <br />surfaces (Non-PGIS). Drainage from this sub -basin will discharge to the east to Seiner Drive where it <br />is collected, conveyed and treated withing the existing FHA stormwater system. <br />3. IMPACTS ON THE FHA STORMWATER SYSTEM <br />The 2016 - POE HH Report delineated 25 separate sub -basins that contribute surface runoff to the FHA <br />stormwater system totaling 6.38 acres of tributary area. Sub -basin A14 from the 2016 analysis accounted <br />for .257 acres be tributary to the FHA system. <br />• Sub -Basin 1 and 2 drain west and either discharge to new landscaping ground cover or directly to the <br />Central Marina basin. Therefore, they do not affect the existing stormwater system FHA. <br />P JINJIDI <br />
