EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />TRANSPORTATION ELEMENT <br /> Page 107 <br />agreements where the City can collaborate with private lot owners to share excess parking <br />spaces during off-peak hours. <br />Mobility Management <br />In addition to the regional improvements listed above, Everett maintains a Capital Improvement Plan, <br />which programs funding for capital improvements to its transportation system over time. Specific <br />projects that have been identified include: <br />• 18th Street Pedestrian Improvements: This project includes construction of a new sidewalk, ADA <br />ramps and associated improvements between Maple Street and Senator Henry M. Jackson Park <br />in the Delta neighborhood. <br />• California Street Active Connection: This project will create a comfortable corridor for people <br />biking, rolling and walking (also known as “active modes”) on California Street, connecting <br />downtown Everett with the US 2 trail. <br />• Wall Street Active Connection: This project will create and upgrade pedestrian and bicycle <br />connectivity from the Everett Station to the Angel of the Winds Arena. <br />• West Marine View Drive/Alverson/41st/Grand Pedestrian Improvements: This project includes <br />crosswalk improvement projects that enhance safety and connectivity. <br />Future planning should prioritize safe trail crossings of major streets and consider enhancements to low- <br />traffic-volume streets to create a more comprehensive and user-friendly bicycle network <br />Future Traffic Operations <br />With the increased growth and land use changes discussed in the Urban Form element, the City of <br />Everett’s transportation system is expected to function differently in 2044. To evaluate future roadway <br />operations, Fehr & Peers developed a customized travel demand forecasting model for the City based <br />on the Puget Sound Regional Council (PSRC) regional activity-based SoundCast travel demand model. <br />The model for the City of Everett was customized to include more detailed land use and transportation <br />assumptions within the city. The base year was updated from 2018 to 2023 by incorporating <br />transportation network improvements since 2018. The adopted alternative provides for middle housing <br />while proposing growth concentration patterns near transportation networks and Metro Everett was <br />evaluated by the model.
