EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />TRANSPORTATION ELEMENT <br /> Page 114 <br />PROJECT EVALUATION CRITERIA <br />CRITERIA METRICS <br />Project is in a high ranking (8+) Environmental Health Disparities Census Tract as identified <br />by the Department of Health Washington Tracking Network Tool, and addresses <br />environmental concerns <br />Regional <br />Coordination Project is in the STIP, RTP, local or County TIP, CSAP, or other planning document. <br />To evaluate each project on the criteria above, information about the scope of the project is analyzed in <br />conjunction with census data and other geographic data sources. A project that builds a trail, for <br />example, “adds or enhances an active transportation corridor” and therefore scores in that criterion. <br />Prioritizing projects based on how well the project scope fits in the criteria allows for consistency in <br />scoring projects and making it possible to match them to grants that evaluate proposals on similar <br />criteria. <br />The top-scoring projects in each mode category are weighed within a broader context to ensure a <br />balanced modal and geographic distribution of projects throughout the City. The size and location of <br />each top-scoring project is also considered to take advantage of large and small project opportunities as <br />they arise. The results from this process, along with the summary of future funding for transportation <br />improvements, are used to develop a list of financially constrained projects to be included in the <br />Transportation element. <br />There are many aspects of transportation funding that are outside of the City’s control. If future project <br />funding is not as much as anticipated in this plan, the project prioritization scores can be used to <br />reevaluate project priorities. <br />Future Projects and Maps <br />The following tables and maps show the proposed projects The project list includes $67.8 million in <br />active transportation projects for bicycle and pedestrian facilities, $103.9 million in roadway projects, <br />and $306.2 million in transit projects and operations.
