EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />PUBLIC FACILITIES AND SERVICES ELEMENT <br /> Page 179 <br />Goals <br />Goal PF-1: Everett’s public facilities and services are planned and designed to support the Urban Form <br />and other plan elements, coordinated with regional partners, and delivered in time to adequately serve <br />the community and new development. <br />Goal PF-2: Everett’s public facilities are attractive and compatible with their surroundings and are <br />designed, maintained, and monitored for optimal levels of service, function, safety, health and <br />sanitation, and fiscal and resource sustainability. <br />Goal PF-3: Everett collaborates with regional partners to site essential public facilities in an equitable <br />and practical manner that minimizes impacts to surrounding land uses. <br />Goal PF-4: Technology, process improvements, conservation, and demand management extend the life <br />and capacity of public facilities and utilities, reducing the need for new facilities, capacity, and resources. <br />Policies <br />PF-1 The following are incorporated by reference into the comprehensive plan: <br />• City of Everett 2020 Comprehensive Water Plan (adopted May 19, 2024) <br />• City of Everett 2014 [2024] Comprehensive Sewer Plan (December 17, 2014 [TO BE <br />ADOPTED 2025]) <br />• City of Everett Surface Water Comprehensive Plan (adopted March 3, 2022) <br />• Everett School District No. 2 Capital Facilities Plan 2024-29 (adopted June 25, 2024) <br />• Mukilteo School District No. 6 Capital Facilities Plan 2024 – 2029 (board approved: July <br />16, 2024) <br />PF-2 Coordinate with the following utility and franchise service providers: <br />• Snohomish County Public Utilities District No. 1 <br />• Puget Sound Energy <br />• Rubatino Refuse Removal <br />• Waste Management, Inc. <br />Public Facilities and Utilities <br />PF-3 Design public facilities and utilities to be visually compatible and consistent with the character <br />of the area; when that is not feasible, use landscaping as a visual buffer from surrounding <br />streets, sites, and development. <br />PF-4 Minimize traffic and adverse environmental impacts related to public facilities and utilities, <br />especially in areas designated residential on the land use map. <br />PF-5 Consider view, solar access, vegetation removal, and noise impacts when designing new public <br />facilities and utilities and seek to minimize those impacts, especially in areas designated <br />residential on the land use map. <br />PF-6 Utilities development and improvement shall be compatible with the natural constraints of <br />slope, soil, geology, vegetation, wildlife habitat, and drainage.
