EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />PUBLIC FACILITIES AND SERVICES ELEMENT <br /> Page 180 <br />PF-7 Reduce impacts on the environment and reduce greenhouse gas emissions associated with <br />public facility development and utility extensions. <br />Public Facilities <br />PF-8 Finance public facilities and services efficiently and equitably. <br />PF-9 Consider maintenance and other life cycle costs when designing and constructing public <br />facilities. <br />PF-10 Ensure that the Urban Form element, Public Facilities and Services element, Transportation <br />element, and Parks, Recreation, and Open Space element, and the financing plans within them, <br />are coordinated and consistent. <br />PF-11 Reassess, and revise if necessary, the urban form element and comprehensive plan if an <br />assessment indicates that probable funding will fall short of meeting level-of-service standards <br />for public facilities. <br />Utilities <br />PF-12 Co-locate utilities whenever appropriate to reduce unnecessary use of land, construction- <br />related disruption, and environmental disturbance. <br />PF-13 Promote coordination of utility trenching activities for new construction, road maintenance, <br />and other purposes. <br />PF-14 Encourage provision of efficient, cost effective and reliable utility service by ensuring that land <br />will be made available for the location of utilities, including location within transportation <br />corridors. <br />PF-15 Formulate, interpret and apply land development regulations to allow timely development of <br />utility additions and improvements. <br />PF-16 Support connections and extensions of utilities between adjoining jurisdictions to establish a <br />complete network of utilities within the urban area. <br />PF-17 Promote consistency and cooperation regarding the provision of utilities between the City <br />Comprehensive Plan and the plans of adjacent and affected jurisdictions. This shall take place <br />as other jurisdictions complete their planning processes and periodically as plans are updated. <br />PF-18 Minimize adverse impacts from utilities in residential areas. <br />Specific services <br />PF-19 Reduce per capita solid waste production and divert recyclable and compostable materials <br />from landfills. <br />PF-20 The City may extend sanitary sewer services in support of the Comprehensive Plan to <br />unincorporated areas within the planning area; require benefiting property owners to agree to <br />city annexation of the property at such time as the city may request. <br />PF-21 Where feasible, the City will make low impact development (LID) the preferred and commonly <br />used approach to site development. LID is a stormwater and land use management strategy
