ORDINANCE Page 2 of 5 <br />H.The city determined that this ordinance is part of an action subject to the requirement for an <br />Environmental Impact Statement (EIS) under the State Environmental Policy Act (SEPA); and <br />I.The city’s responsible official issued a Determination Significance and Request for Comments on <br />Scope of Environmental Impact Statement on February 18, 2022; and <br />J.The environmental review is part of a phased review under WAC 197-11-060(5), adopting by <br />reference and supplementing information in the 2015 Environmental Impact Statement for the <br />Everett Growth Management Comprehensive Plan (as addended in 2020) and Puget Sound <br />Regional Council’s VISION 2050 Environmental Impact Statement, and for the unincorporated <br />portions of Everett’s municipal urban growth area, the Snohomish County 2024 Comprehensive <br />Plan Update Environmental Impact Statement; and <br />K.The city’s responsible official issued a Draft Supplemental Environmental Impact Statement on <br />April 25, 2025, describing and evaluating the proposed action and reasonably available <br />alternatives; and <br />L.The city’s responsible official issued a Final Supplemental Environmental Impact Statement on <br />May 30, 2025; and <br />M.Notice of the proposed updated comprehensive plan was sent to the Washington State <br />Department of Commerce on April 7, 2025 and a letter of receipt was received the next day; and <br />N.The updated comprehensive plan contained in this ordinance maintain consistency with the GMA <br />and are consistent with the GMA planning goals; and <br />O.The updated comprehensive plan contained in this ordinance is consistent with and supportive of <br />the multicounty planning policies in VISION 2050; and <br />P.The updated comprehensive plan contained in this ordinance is consistent with and supportive of <br />the countywide planning policies; and <br />Q.The comprehensive plan amendments contained in this ordinance were prepared following the <br />procedural requirements in RCW 36.70A and WAC 365-196; and <br />R.Early and continuous public participation was encouraged throughout the periodic update <br />process, following the Everett 2044 Public Participation Plan; and <br />S.The comprehensive plan amendments contained in this ordinance were prepared following the <br />procedural requirements in EMC 2.20.110, EMC 15.02.095, EMC 15.02.700, and Planning Director <br />Interpretation 2023-01; and <br />T.The City Council considered the factors in EMC 15.03.400 in reviewing the updated <br />comprehensive plan in this ordinance and based approval, in part, on the following findings: <br />1.Circumstances have changed and new information is available in relation to this proposal; <br />2.In October 2020, the Puget Sound Regional Council adopted VISION 2050, establishing <br />new multicounty planning policies and a regional growth strategy which calls for Everett,
