ORDINANCE Page 3 of 5 <br />a Metropolitan Center regional geography, to plan for and accommodate 20% of the <br />population growth and 39% of the employment growth in Snohomish County through <br />2050; <br />3.In September 2021, the Snohomish County Council adopted the 2021 Snohomish County <br />Buildable Lands report, which indicated a shortfall in housing capacity in Everett (“Key <br />results: … There is a significant 2035 population capacity shortfall within the City of <br />Everett”), which puts Everett into a so-called reasonable measures framework (see RCW <br />36.70A.215 and appendix D of the Countywide Planning Policies) that requires actions to <br />address the capacity shortfall; <br />4.In June 2023, Snohomish County Tomorrow and the Snohomish County Council <br />completed adoption of a new housing growth target (appendix B, Table H2 of the <br />Countywide Planning Policies) for Everett of 38,557 new housing units in Everett by 2044 <br />at a range of affordability levels. This target further exceeds Everett’s buildable housing <br />capacity and requires actions to address the capacity shortfall as part of, or prior to, the <br />comprehensive plan periodic update; and <br />U.The following City of Everett subarea plans have been evaluated and maintained as part of this <br />periodic update: <br />1.Evergreen Way Revitalization Plan (Ordinance 3268-12); <br />2.Downtown Everett Streetscape Plan (Resolution 6106); <br />3.Metro Everett Plan (Ordinance No. 3613-18); <br />4.Marshland Subarea Plan (Ordinance 3129-09); and <br />V.The following City of Everett subarea plans have been evaluated and are repealed as part of this <br />periodic update: <br />1.Southwest Everett/Paine Field Subarea Plan and SEPA Planned Action (Ordinance No. <br />2213-97); <br />2.Central Waterfront Redevelopment Plan; and <br />W.The Everett City Council held holding twenty-two briefings and workshops on various aspects of <br />the comprehensive plan from 2022 through 2025; and <br />X.On June 11, 2025, the Everett City Council held a public hearing, after proper notice, and <br />considered public comment and the entire record related to the comprehensive plan contained <br />in this ordinance; and <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1. The City Council hereby adopts the Comprehensive Plan attached hereto as Exhibit A as the <br />City of Everett Comprehensive Plan under the State of Washington Growth Management Act, amending <br />and superseding Ordinance No. 2021-94, as amended.
