<br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ENGAGEMENT, ADMINISTRATION, AND IMPLEMENTATION ELEMENT <br /> Page 195 <br />Glossary <br />Accessibility —Products, services, and facilities are usable by and/or near to people of all abilities, <br />including people with disabilities. <br />Accessory Dwelling Unit — A subordinate dwelling unit on a residential lot, providing a separate, self- <br />contained living space with a kitchen, bathroom, and sleeping area. <br />Active (Nonmotorized) Transportation — Personal mobility that includes fully human powered mobility <br />options such as walking, bicycling, rolling including electric bicycles, scooters, and other similarly- <br />powered personal mobility devices. <br />Adaptive Reuse — Renovating existing building and updating it for a new use, such as remodeling a <br />school or church into residences. <br />Affordable Housing — Housing that is reserved for a household that earns up to 80 percent of the area <br />median income, adjusted for household size; to be considered “affordable,” the monthly housing costs, <br />including utilities other than telephone, must not exceed thirty percent of the household’s income. See: <br />Extremely Low-Income Housing, Very Low-income Housing, Low-Income Housing and Moderate-Income <br />Housing. <br />Affordability — Affordability regarding housing, is accessible and can be paid for while still leaving <br />money for other necessities without facing undue financial strain. Specifically, it is measured by the <br />proportion of a household's gross income that is spent on housing-related expenses, including rent or <br />mortgage payments, utilities, property taxes, insurance, and maintenance. <br />Area Median Income (AMI) — The is the midpoint of all the annual household incomes (half of the <br />incomes are above the amount and half are below it) for Everett as published on an annual basis by the <br />U.S. Department of Housing and Urban Development. <br />Behavioral Health — Healthcare focusing on the prevention, diagnosis, and treatment of mental health <br />conditions, substance use disorders, and other behaviors that affect an individual's well-being. <br />Best Available Science — Current scientific information used in the process to designate, protect, or <br />restore critical areas, that is derived from a valid scientific process. <br />Bicycle Facility — An improvement that accommodates or encourages riding a bicycle. Some examples <br />include bicycle parking and various types of on-street bicycle lanes and off-street multipurpose paths. <br />Bicycle Route — A specifically designed and designated route for bicycle travel, whether exclusively for <br />bicyclists or to be shared with other transportation modes. <br />Built Environment — All the human-made physical spaces where we live, recreate and work. These <br />include our buildings, furnishings, open and public spaces, roads, utilities, and other infrastructure. <br />Capital Facilities. Capital facilities generally have a long useful life and include city and non-city operated <br />infrastructure, buildings, and equipment.
