<br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ENGAGEMENT, ADMINISTRATION, AND IMPLEMENTATION ELEMENT <br /> Page 196 <br />Capital Improvement Program— Everett’s six-year financing and implementation plan for capital <br />projects. <br />Capital Project/Improvement — Major construction, acquisition or renovation activities that add value <br />to a government’s fixed assets or which significantly increase the useful life of such assets. <br />Carbon Footprint — The total amount of greenhouse gases (including carbon dioxide and methane) <br />emitted by the consumption of fossil fuels that are generated by an individual’s or a group’s actions. <br />Climate change — The alteration of the global atmosphere attributed to human activity compared to <br />natural climate variability. Climate change effects are not limited to global warming (increases in surface <br />temperatures), but also include sea-level rise, ocean and ice sheet dynamics, ocean acidification, and <br />extreme weather events. <br />Climate resilience — The ability to anticipate, prepare for, and respond to hazardous events, trends, or <br />disturbances related to climate such as increased frequency and intensity of storms, flooding, wildfires, <br />and extreme heat events. <br />Clustering Destinations – Organizing and concentrating diverse land uses and activities (like residential, <br />commercial, and recreational areas) around transit stations to promote public transportation and create <br />vibrant, walkable communities. <br />Clustering — A development design technique that places buildings on the part of a site that is least <br />sensitive to impacts from development while preserving the natural features and functions on the <br />remainder of the site. <br />Collector Arterial — A street that is two or three-lanes that collects (or distributes) traffic from (or to) <br />local streets within a neighborhood and provides connections to minor or major arterials. Collector <br />arterials serve neighborhood traffic and provide access to abutting land uses. They do not carry much <br />through traffic and are designated to be compatible with residential neighborhoods and local <br />commercial areas. <br />Community Engagement – Strategic process involving organizations and individuals working <br />collaboratively with community members to address issues and achieve shared goals, fostering trust, <br />collaboration, and positive social change. <br />Community Hub – A mixed use center <br />Commute Trip — Trip taken on any mode of travel by a worker from a worker’s home to a worksite with <br />a regularly scheduled arrival time of 6:00 a.m. to 9:00 a.m. inclusive on weekdays. <br />Complete Neighborhood — Area with safe and convenient access to the goods and services needed in <br />daily life. This includes a variety of housing options, grocery stores and other commercial services, <br />quality public schools, public open spaces and recreational facilities, affordable transportation options <br />and civic amenities. An important element of a complete neighborhood is that it is built at a walkable <br />and bikeable human scale and meets the needs of people of all ages and abilities.
