<br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ENGAGEMENT, ADMINISTRATION, AND IMPLEMENTATION ELEMENT <br /> Page 197 <br />Complete Street — Street that provides context-appropriate facilities for people of all abilities to travel <br />using their choice of mode, including vehicles, active transportation modes and transit, while promoting <br />safe operation for all users. <br />Comprehensive Plan — The city’s long-range plan prepared following the requirements of the <br />Washington Growth Management Act, contains policies to guide local actions regarding land use, <br />transportation, housing, capital facilities and economic development to accommodate at least the <br />adopted 20-year targets for housing and employment growth. <br />Concurrency. A state planning requirement to ensure that needed services and facilities are in place by <br />the time development is completed and to be occupied, or that funding has been committed to provide <br />such services within 6 years. The GMA gives special attention to concurrency for transportation, <br />requiring transportation improvements or strategies to accommodate development impacts to be made <br />concurrently with land development. Local governments have flexibility regarding how to apply <br />concurrency within their plans, regulations, and permit systems. The GMA mandates also allow local <br />jurisdictions to establish their own concurrency requirements for other necessary public infrastructure <br />(e.g., water, wastewater, and stormwater). <br />Consolidated Plan — Consolidated Housing and Community Development Plans. A federal plan <br />reviewing current and future needs and programs in the community regarding housing and human <br />services and outlines strategies to address needs. <br />Countywide Growth Centers — Geographic areas identified by Snohomish County as areas of focus for <br />development opportunities and transportation funds. The Countywide Centers in Everett are in Metro <br />Everett and Paine Field/Boeing Everett <br />Countywide Planning Policies — The countywide growth management policy plan required by the state <br />Growth Management Act promotes regional cooperation and specifies the roles and responsibilities of <br />cities and the county. The Snohomish County Countywide Planning Policies (CPPs) are developed by the <br />Growth Management Planning Council, a council of representatives of cities and Snohomish County, <br />consistent with the Regional Growth Strategy of the Puget Sound Regional Council. <br />Critical Areas — Specific locations or zones deemed important for environmental protection public <br />safety. Areas that have a vital impact on the surrounding environment, including wetlands, wildlife <br />habitats, or environmentally hazardous areas, including the following areas and ecosystems: (a) <br />wetlands; (b) areas with a critical recharging effect on aquifers used for potable water; (c) fish and <br />wildlife habitat conservation areas; (d) frequently flooded areas; and (e) geologically hazardous areas. <br />Critical Areas Overlay District — An area that includes designated critical areas together with adjacent <br />land, within which special provisions apply to protect and restore the natural environment. The Critical <br />Area Overlay District is comprised of the critical area and an area adjacent to the critical area that acts as <br />a buffer or setback to protect the critical area. <br />Daylighting Stream — Excavating and restoring a piped stream channel to an open (non-piped) natural <br />condition.
