These can take the form of inducements offered to encourage improvements <br />or relief from applicable regulations. <br />Infill Development— Building on previously unused or underutilized land within an already developed <br />area, often in urban settings, to make the most of existing infrastructure. <br />Infrastructure. The basic installations and facilities on which the continuance and growth of a <br />community depend, such as roads, public buildings, schools, parks, transportation, water, sewer, surface <br />water and communication systems. <br />Invasive Plants or Species — Non-native plants or other species that, when introduced to a new <br />environment, can cause harm to the environment, economy, or human health, often by outcompeting <br />native species. <br />Land Acknowledgement – Formal statement recognizing the Indigenous peoples, namely the Tulalip <br />Tribes, who were the original stewards of the land and honoring their enduring relationship with the <br />territory. <br />Level of Service — Term used to denote the operating conditions or performance of a mode of travel or <br />how a roadway is functioning <br />Local Street — Road primarily used for access to properties bordering it and for local traffic movement <br />within a neighborhood or specific area, as opposed to serving as a collector or arterial. <br />Lot-Splits — Division of a single parcel of land into two or more smaller parcels, each with its own legal <br />description. This process is used to create additional building lots from a larger piece of land, enabling <br />new development, selling off portions of property, or adjusting property boundaries. <br />Low Impact Development or Site Design — Stormwater management strategy integrating site specific <br />project designs using natural and engineered infiltration and storage techniques to control storm water. <br />Low-income Housing — Housing that is affordable to a household that earns between 50 and 80 <br />percent of the area median income, adjusted for household size. (see also Extremely Low-income <br />Housing and Very Low-income Housing). <br />Low-rise Building — Residential, mixed use or commercial building with fewer than 4 stories in height. <br />Major Arterial — Street that provides a direct route for long-distance vehicles and active transportation <br />travel within the city and often with connections to neighboring jurisdictions, as well as streets <br />connecting freeway interchanges to commercial activities. <br />Inclusionary Zoning — Policy requiring developers to include a certain percentage of affordable housing <br />units in new multi-family residential developments, aiming to increase the supply of affordable housing. <br />Marginalized Populations — Groups and communities that have been systemically excluded from local <br />government and community decisions and have faced systemic disadvantages and discrimination due to <br />their identity, including Black, Indigenous and People of Color, LGBTQ+ individuals, immigrants and <br />refugees, individuals with limited English proficiency, households with low incomes and/or people with
