EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ECONOMIC DEVELOPMENT ELEMENT <br /> Page 78 <br />ED-47 Provide industrial land and encourage investment in necessary services that support industrial <br />business retention, growth and traded sector competitiveness as a West Coast trade and freight hub, a <br />regional center of diverse manufacturing and a widely accessible base of living wage jobs, particularly <br />for underserved and underrepresented people. <br />Mixed Use Centers <br />ED-48 Provide for the growth, economic equity and vitality of the city’s commercial areas. <br />ED-49 Continue to support efforts of mixed-use centers to improve their physical attributes by <br />encouraging infill, adaptive reuse and other strategies, to create more walkable places with historic <br />character that enhance neighborhood livability. <br />ED-50 Enhance opportunities for cooperation and partnerships between public and private entities <br />that promote commercial revitalization efforts, sustainability initiatives and transportation demand <br />management for communities most disconnected from the regional economy. <br />ED-51 Encourage concentrations of commercial services, amenities and employment opportunities in <br />centers and create connections between centers, institutions and major employers to reinforce the <br />centers’ roles as vibrant hubs of activity. <br />ED-52 Promote development or redevelopment of vacant, underutilized or surplus properties, <br />particularly those with potential to serve as a catalyst for economic development, with incentives and <br />other assistance. Collaborate with other entities to identify economic and service needs that could be <br />met through the marketing and development of such sites. <br />Manufacturing / Industrial Areas <br />ED-53 Provide industrial land and encourage investment in necessary services that support industrial <br />business retention, growth and traded sector competitiveness as a West Coast trade and freight hub, a <br />regional center of diverse manufacturing and a widely accessible base of living wage jobs, particularly <br />for underserved and underrepresented people. <br />ED-54 Protect industrial land as identified on the Comprehensive Plan Map for industrial and <br />manufacturing uses and encourage the growth of industrial activities in the city. <br />ED-55 Protect multi-modal freight-hub industrial areas surrounding the Port of Everett. <br />ED-56 Provide for small, dispersed employment areas for a flexible and affordable mix of office, <br />creative services, small-scall manufacturing, traded sector and other small-format light industrial and <br />commercial uses with access to the transportation network. <br />ED-57 Support the role of industrial districts as leading source of middle-wage jobs that do not require <br />a 4-year college degree and as a major source of wage disparity reduction for under-served and under- <br />represented communities. <br />Campus Institutions <br />ED-58 Support the stability and growth of Everett’s major campus institutions as essential service <br />providers, centers of innovation and community activity, workforce development resources and major <br />employers.
