EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ECONOMIC DEVELOPMENT ELEMENT <br /> Page 79 <br />ED-59 Protect the livability of surrounding neighborhoods through adequate infrastructure and <br />campus development standards and provide for context sensitive, transitional uses and development at <br />the edges of campus institutions to enhance their integration into surrounding neighborhoods. <br />ED-60 Encourage the development of long-range plans (i.e. master plans) for hospitals, universities and <br />other major institutions as part of project review to ensure compatibility with adjacent land uses in the <br />neighborhood area, to provide predictability and reduce piecemeal permits. <br />Neighborhood Nodes and Neighborhood Businesses <br />ED-61 Provide for the growth, economic equity, and vitality of neighborhood businesses. <br />ED-62 Enhance the function of neighborhood nodes as a foundation of neighborhood livability. <br />ED-63 Enhance the function of neighborhood business districts as a foundation of neighborhood <br />livability. <br />ED-64 Encourage and expand allowances for small, low-impact home based businesses in residential <br />areas, including office or personal service uses with infrequent or by-appointment customer or client <br />visits to the site. Allow a limited number of employees, within the scale of activity typical in residential <br />areas, including home-based businesses on sites with accessory dwelling units. <br />ED-65 Provide for neighborhood nodes in areas between centers to expand local access to goods and <br />services. Allow small-scale neighborhood-serving commercial uses in large-planned developments and <br />as a ground floor use in high density residential areas. <br />ED-66 Encourage collaborative approaches to align land use and neighborhood economic development <br />for residents and business owners to better connect and compete in the regional economy. <br />Sustainability <br />ED-67 Everett in collaboration with local and regional agencies promotes the development and growth <br />of clean technology and green jobs linked to the preservation and sustainability of the natural <br />environment, including jobs in environmental justice, energy efficiency, renewable energy industries, <br />natural resource management, and other technologies that address climate change. <br />ED-68 Enhance Everett’s economic resilience to impacts from climate change and natural disasters <br />through a strong local economy and equitable opportunities for prosperity. <br />ED-69 Research and facilitate incentives, technical assistance to support and enable remediation and <br />redevelopment of brownfield sites for industrial growth. <br />ED-70 Facilitate concurrent efforts to protect and improve industrial capacity and watershed health in <br />Possession Sound and the Snohomish River. <br />Vibrant Economy <br />ED-71 Encourage the establishment and expansion of knowledge and innovation-based industry. <br />ED-72 Expand the creative industries in Everett.
