The managing agency shall immediately contact the Everett police department if, in 1 <br />the opinion of staff or security, a person is a potentfal threat to the safety of residents of 2 <br />the facility or the community. 3 <br />e. The managing agency shall permit inspectfons of the facility by the city’s code 4 <br />compliance officers, building inspector, permit services manager, fire marshal or their 5 <br />designee without prior notfce. The managing agency shall implement all directfves 6 <br />resultfng from such inspectfons within the given compliance schedule. 7 <br />f. The managing agency shall submit an updated management plan to the appropriate 8 <br />city department within thirty days of any changes in operatfons that are covered in the 9 <br />plan. 10 <br />6. Transportatfon Plan. 11 <br />a. A transportatfon plan is required. 12 <br />b. The facility shall be located within one-half mile of transit service. 13 <br />7. Code of Conduct. The managing agency shall develop a shelter resident code of conduct 14 <br />agreement that addresses expected acceptable conduct during the resident’s stay and shall 15 <br />submit the code in the management plan. The code of conduct shall, at a minimum, contain 16 <br />rules that limit adverse impacts within the shelter and the surrounding neighborhood. All 17 <br />residents of an emergency shelter are required to sign the code of conduct agreement, which 18 <br />shall be enforced by the managing agency. 19 <br />8. Additfonal Requirements for Applicatfons Requestfng Modificatfon of Standards. The 20 <br />applicant may request in their applicatfon for standards that differ from those in this sectfon only 21 <br />where the applicant submits a descriptfon of the standard to be modified and demonstrates how 22 <br />the modificatfon would result in a safe facility under the specific circumstances of the applicatfon 23 <br />in accordance with EMC 15.02.140(D). 24 <br />9. Social services provided as part of an indoor emergency shelter, outdoor emergency shelter, 25 <br />or emergency housing facility are assumed to be provided only for residents of the facility. If 26 <br />social services will be provided on site to nonresidents, the use must be reviewed and separately 27 <br />permitted under the appropriate approval process defined in Chapter 19.05 EMC. 28 <br />C. Standards for Outdoor Emergency Shelters. 29 <br />1. Duratfon. Outdoor emergency shelters may be approved for a period not to exceed one year. 30 <br />The permit shall specify a date by which the use shall be terminated, and the site returned to 31 <br />pre-shelter conditfons. The planning director may grant extensions for up to one year each; 32 <br />provided, that all conditfons have been complied with and circumstances associated with the 33 <br />use have not changed. A request for an extension should be submitted in writfng no less than 34 <br />sixty days prior to the end of the expiratfon date of the permit to ensure contfnued operatfons. 35 <br />2. Maximum Size. 36 <br />a. Outdoor emergency shelters are limited to forty units per site. 37
