The maximum number of residents within an outdoor emergency shelter is one 1 <br />hundred. 2 <br />3. Setbacks. 3 <br />a. Outdoor emergency shelters shall be located a minimum of forty feet from the 4 <br />property line of abutting propertfes. A lesser setback may be approved if the planning 5 <br />director determines there is sufficient vegetatfon, topographic variatfon, or other site 6 <br />conditfons that obscure the site from abutting propertfes. 7 <br />b. Outdoor emergency shelter units shall meet all setbacks required by the 8 <br />Internatfonal Fire Code. 9 <br />4. Fencing. Sight-obscuring fencing is required around the perimeter of the outdoor emergency 10 <br />shelter unless the planning director determines that there is sufficient vegetatfon, topographic 11 <br />variatfon, or other site conditfons such that fencing would not be effectfve. 12 <br />5. Lightfng. Exterior lightfng must be directed downward and contained within the outdoor 13 <br />emergency shelter. 14 <br />6. Inspectfons. 15 <br />a. The managing agency shall permit inspectfons of the outdoor emergency shelter by 16 <br />the Snohomish health district without prior notfce and implement all directfves of the 17 <br />health district within the tfme period specified by the health district. 18 <br />b. The managing agency shall permit access by the Everett police department and 19 <br />Snohomish County sheriff, without prior notfce, to the outdoor emergency shelter site at 20 <br />all tfmes. 21 <br />7. Other. 22 <br />a. Units are limited to one hundred twenty square feet and must be spaced at least six 23 <br />feet apart; 24 <br />b. Electricity and heat, if provided, must be inspected and approved by the city’s 25 <br />building official; 26 <br />c. Space heaters, if provided, must be approved by the city fire marshal; 27 <br />d. Each unit must have a fire extfnguisher; 28 <br />e. Adequate restrooms must be provided, including restrooms solely for families if present, along with 29 <br />hand-washing and potable running water to be available if not provided within the individual units, 30 <br />including accommodatfng black water. 31 <br />19.08.210 MANUFACTURED HOMES, MOBILE HOMES, TINY HOMES AND RECREATIONAL 32 <br />VEHICLES. 33 <br />A.
