EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 7 <br />CHAPTER 3.78 – MULTIFAMILY HOUSING PROPERTY TAX EXEMPTION 1 <br />3.78.060 DESIGNATED RESIDENTIAL TARGETED AREAS. 2 <br />The boundaries of the designated residentfal target areas are located within the urban centers listed 3 <br />below and are as follows: 4 <br />All parcels within the Mixed Urban (MU), Business (B), and Urban Residentfal 4 (UR4) UR7, MU4, MU7, 5 <br />MU15, and MU25 zoning districts as defined in Chapter 19.03 EMC and mapped on the city’s official 6 <br />zoning map, EMC 19.03.040 Map 3-1, and as amended in the future, are designated as residentfal 7 <br />targeted areas for purposes of this chapter. 8 <br />CHAPTER 13.68 – STREET CONSTRUCTION AND PRIVATE 9 <br />CONSTRUCTION 10 <br />13.68.010 DEFINITIONS. 11 <br />For the purpose of this chapter the following definitfons shall apply: 12 <br />A. “Alley” means the minor portfon of the public road network not designed for general travel and used 13 <br />primarily as means of access to the rear of residences and business establishments. 14 <br />B. “Alley improvement” means the drainage, grading and pavement facilitfes required to improve the 15 <br />alley to city design standards. 16 <br />C. “City engineer” means the person appointed by the mayor to positfon of engineering department 17 <br />head, or city engineer’s designee. 18 <br />D. “Right-of-way” means the public property used or reserved for municipal purposes including all 19 <br />public utflitfes and street usages. 20 <br />E. “Street” means all or any portfon of the city public road network open to the public for travel with 21 <br />exceptfon of alleys and limited access highways designated as state highways. 22 <br />F. “Street improvements”, also referred to as “frontage improvements”, means the installatfon of all 23 <br />public facilitfes required to improve the street or alley to city design standards including grading, 24 <br />drainage, pavement, curb/gutter, sidewalk, streetlights, traffic signals and other necessary 25 <br />appurtenances. Such street improvements shall not be limited to the half street abutting the property; 26 <br />for example, where no permanent street improvement existed, the street improvement shall be 27 <br />extended beyond the centerline a sufficient distance (ten feet minimum) to permit safe movement of 28 <br />traffic. 29 <br />G. “Interim street improvements” means the installatfon of improvements to bring the public facility up 30 <br />to the existfng character of the surrounding streets and pedestrian facilitfes and may include widening of 31 <br />or installatfon of the asphalt street surface, gravel or paved shoulder, temporary drainage facilitfes and in 32 <br />case of alleys, an all-weather gravel driving surface. 33
