EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 8 <br />13.68.020 PURPOSE AND APPLICABILITY. 1 <br />The purpose of this chapter is to establish standards for improvements to public streets, sidewalks and 2 <br />alleys that would be required with development. 3 <br />A. Frontage Improvements Required—Business, Commercial and Industrial Non-Residential 4 <br />Development. No building permit shall be issued by the city for constructfon of any new building or 5 <br />facility of any kind or descriptfon, or in connectfon with any additfons, alteratfons, or repairs within any 6 <br />twelve-month period which exceeds fifty percent of the current market value of an existfng building or 7 <br />facility on the property, unless or untfl the public streets and alleys rights-of-way upon which the same 8 <br />abuts shall be improved to current city standards including roadway, sidewalk, drainage, and 9 <br />landscaping. The applicant shall be required to construct street improvements together with all 10 <br />necessary appurtenances. 11 <br />B. Frontage Improvements Required—Residential Uses. Public streets and alleys rights-of-way upon 12 <br />which the residentfal use abuts shall be improved to current city standards for any residentfal 13 <br />development except the following: 14 <br />1. The additfon of one or two accessory dwelling units to a lot with one or more principal 15 <br />dwelling units to remain, up to a total of two accessory dwelling units per lot. 16 <br /> that results in a total of three or more dwellings, excluding accessory dwelling units. This requirement 17 <br />for street improvements applies to single-family residences, duplex, triplex, multfple family or any 18 <br />combinatfon thereof resultfng in three or more dwelling units in total. 19 <br />C. Sidewalk Improvement Required for all Residential Development Within Sidewalk Priority Areas. This 20 <br />requirement supersedes the development threshold in subsectfon B of this sectfon. All development 21 <br />resultfng in the constructfon of one or more new residentfal dwelling units, excluding accessory 22 <br />dwellings, shall provide a sidewalk or safe walking path meetfng city standards along the property’s full 23 <br />frontage when located in the “sidewalk priority” area shown on Map 13.68-1. The sidewalk priority area 24 <br />includes the following locatfons: 25 <br />1. Metro Everett, as defined in EMC Title 19; 26 <br />2. Areas within one-quarter mile of a high frequency transit corridor; 27 <br />3. Areas within one-quarter mile of major arterials; and 28 <br />4. Areas within one-quarter mile of a public school or public park. 29 <br />D. Exceptions. The city engineer may allow the property owner to provide interim street improvements, 30 <br />as defined in Sectfon 13.68.010(G) and the administratfve guidelines, or to deviate from the 31 <br />requirements of this chapter in the following circumstances: 32 <br />1. Where a proposed development is subject to a land use permit under EMC Title 19, and 33 <br />conditfons have been imposed through the land use review process which are intended to alter, 34 <br />supplement or replace the requirements of this chapter; 35 <br />2. Where ultfmate improvements are not desirable to the city engineer at the present tfme due 36 <br />to existfng severe horizontal or severe vertfcal grade alignment problems; 37
