For access and 2 <br />surface parking requirements, please see Chapter 19.34 EMC. Modificatfon of these standards is subject 3 <br />to Review Process II outlined in Chapter 15.02 EMC, and evaluatfon criteria in Chapter 15.03 EMC. 4 <br />A. Setback and Street Frontage Standards. The setback and street frontage standards set forth in Table 5 <br />12-4 9-5 apply to all structured parking. The frontage standards apply to the ground floor of that portfon 6 <br />of a structured parking facility twenty feet in depth measured perpendicular to the front and side 7 <br />(street) lot lines. The frontage standards include any access driveways, if allowed. 8 <br />Figure 12-4 9-11: Structured Parking Standards 9 <br /> 10 <br />B. Structured Parking Design. 11 <br />1. Structured parking must be designed to obscure the view of parked cars. Where structured parking is 12 <br />provided on the ground level adjacent to the sidewalk to accomplish this, features such as planters, 13 <br />decoratfve grilles, or works of art shall be provided as approved by the city. 14 <br />2. Where the structured parking wall is built to the sidewalk edge, the facade shall use a combinatfon of 15 <br />artwork, grillwork, special building material treatment/design, and/or other treatments as approved by 16 <br />the city that enhance the pedestrian environment. In order to meet transparency requirements, 17 <br />structured parking can incorporate openings with grillwork or other treatments to resemble windows. 18 <br />3. Structured parking levels above the ground floor shall use artfculatfon treatments that break up the 19 <br />massing of the garage and add visual interest. 20 <br />Structured parking is prohibited between buildings and streets. Parking shall be situated behind, 21 <br />beneath, above, or beside buildings. 22 <br />a. Above ground parking structures shall have an exterior facade that complements the primary 23 <br />structure. This can be done through facade artfculatfon, architectural elements, color, and 24 <br />elements that break up the massing of the parking structure. 25 <br />b. At least two of the following features shall be used to screen above grade parking structures 26 <br />from the street or adjacent propertfes: 27 <br />(i) Louvers. 28 <br />(ii) Expanded metal panels. 29
