Special aviation uses shall consist of helipads, including the 1 <br />establishment or modiflcation of the use and any supporting landing or communications 2 <br />facilities. Modiflcation of a special aviation use shall include more fiights or increased 3 <br />environmental impact than was identifled in the city’s decision (or, if not specifled in the 4 <br />decision, then the SEPA environmental document that served as a basis for the city’s decision). 5 <br />1. Special aviation uses shall be reviewed under Review Process V, except for 6 <br />emergency airlift landing facilities for existing hospitals which are subject to Review 7 <br />Process IIIA. 8 <br />2. Facilities shall be located so as to avoid safety hazards and minimize noise impacts, 9 <br />particularly on residential land uses. 10 <br />3. Facilities shall be designed, constructed and operated in a manner that has the least 11 <br />noise impact on surrounding properties, especially areas developed with or designated 12 <br />for residential use. 13 <br />4. Facilities shall be developed in accordance with Federal Aviation Administration 14 <br />requirements. 15 <br />19.13.070, ALCOHOL PRODUCTION AND COFFEE ROASTERS 16 <br />Where permitted, the production of alcohol or roasting of coffee shall be designed and 17 <br />operated so as not to create odor impacts to surrounding uses and shall comply with the odor 18 <br />regulations of the Puget Sound Clean Air Agency and EMC 14.28 Surface and Storm Drainage. 19 <br />19.13.080, CHURCHES, RELIGIOUS FACILITIES OR PLACES OF WORSHIP 20 <br />A. New church structures, religious facilities or places of worship shall be located a minimum of 21 <br />flfteen feet from adjacent residentially zoned properties. 22 <br />B. Church buildings, religious facilities or places of worship shall comply with the height 23 <br />requirements of the zone in which it is located. 24 <br />C. Where churches, religious facilities or places of worship are located adjacent to local 25 <br />residential streets, the parking lot entrances/exits shall be oriented toward the nearest collector 26 <br />or arterial street. 27 <br />19.13.090, COMMUNITY CENTER 28 <br />A. A community center shall be located adjacent to or within four hundred feet of collector or 29 <br />arterial streets. 30 <br />B. A community center shall be located within one-quarter mile of transit routes. 31 <br />C. Where a community center is located adjacent to local residential streets, the parking lot 32 <br />entrances/exits shall be oriented toward the nearest collector or arterial street. The review 33
