Vehicular access to the parking lot for a marijuana retailer shall be from the public 1 <br />street frontage and may not be from an alley. Any property located on a street from 2 <br />which vehicular access to the site from the street is prohibited by the city engineer shall 3 <br />not be allowed for use as a marijuana retailer; 4 <br />9. Marijuana retailers shall not be allowed on any parcel containing a residential use; 5 <br />10. Marijuana retailers shall not be allowed on any parcel that is contiguous to a parcel 6 <br />containing residential use, unless the planning director, using Review Process II as 7 <br />described in Chapter 15.02 EMC, flnds the following: 8 <br />a. There is a physical separation between the two uses, such as another 9 <br />commercial building, or a substantial change in topography; 10 <br />b. The retail use is located in a shopping center as one of multiple tenants with 11 <br />adequate parking for all uses and access as stated above; 12 <br />c. The building in which the retail use is located faces the commercial street and 13 <br />the residential use faces a residential street in the opposite direction, without a 14 <br />shared alley between the two; 15 <br />d. The residential use is located at least one hundred feet from the common lot 16 <br />line between the two uses; 17 <br />11. In reviewing a proposed marijuana retailer under this section, the planning director 18 <br />shall have the authority to require improvements including, but not limited to, fencing 19 <br />or landscaping to screen the retail use from the residential use; 20 <br />12. The front facade of retail stores shall consist of storefront window(s), doors, and 21 <br />durable, quality building materials consistent with the design standards of the zone in 22 <br />which the property is located. Transparency requirements for windows shall apply 23 <br />unless in confiict with Washington State Liquor and Cannabis Board regulations. If 24 <br />located in a zone without design standards, at least three of the following shall be 25 <br />provided: 26 <br />a. Special treatment of windows and doors, other than standard metal 27 <br />molding/framing details, around all ground fioor windows and doors, decorative 28 <br />glazing, or door designs. 29 <br />b. Decorative light flxtures with a diffuse visible light source or unusual flxture. 30 <br />c. Decorative building materials, such as decorative masonry, shingle, brick, or 31 <br />stone. 32 <br />d. Individualized patterns or continuous wood details, decorative moldings, 33 <br />brackets, trim or lattice work, ceramic tile, stone, glass block, or similar materials. 34
