EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 12 <br />CHAPTER 16.20 – BILLBOARDS 1 <br />16.20.040 LOCATION RESTRICTIONS. 2 <br />Billboard structures and billboards shall only be allowed in the following situatfons: 3 <br />A. Billboards and billboard structures which are nonconforming per the requirements of this chapter 4 <br />shall be allowed per the requirements of this chapter; 5 <br />B. Billboards and billboard structures which comply with the requirements of this chapter and are 6 <br />located on propertfes which have the following zoning designatfons in accordance with the city’s zoning 7 <br />code: B-2, C-1, C-2, M-M and M-1; 8 <br />C. Billboards and billboard structures which comply with the requirements of this chapter and are not 9 <br />located on or visible from the main traveled way of the scenic view corridors. In order to be “located on 10 <br />or visible from” a scenic view corridor, the billboard must be located within two hundred feet of the 11 <br />nearest edge of the right-of-way along Hewitt Avenue or within one hundred twenty feet of the nearest 12 <br />edge of the right-of-way along either Colby Avenue or Marine View Drive; and 13 <br />D. Billboards and billboard structures which are not located within five hundred feet of any structures, 14 <br />sites or districts which have been identffied as having historical or landmark significance and which are 15 <br />listed in the Natfonal Historical Register, State Historical Register, or other official city inventory of 16 <br />historic and landmark places. 17 <br />CHAPTER 8.60 PARKING ON RESIDENTIAL PROPERTY 18 <br />8.60.020 DEFINITIONS. 19 <br />For the purpose of this chapter, the following terms shall be defined as follows: 20 <br />A. “Licensed driver” means a person who has obtained a valid Washington State driver’s license. The 21 <br />only exceptfons are those expressly allowed by RCW 46.20.025, as now or hereinafter enacted, or a new 22 <br />resident to Washington as defined by RCW 46.20.021, as now or hereinafter enacted. 23 <br />B. “Operable vehicle” is a motor vehicle which is capable of being operated legally on a public highway 24 <br />and has, in fact, been operated on a public highway in the previous thirty days. 25 <br />C. “Residentfal” means those areas identffied in Chapter 19.03 EMC as Residentfal Zonesof Everett that 26 <br />are zoned R-S, R-S-1, R-1, R-1(A), R-2, R-2(A), R-3, R-4 and R-5, as defined by Title 19, Chapter 1. 27 <br />D. “Residentfal address” means any residentfal parcel or parcels of land that are identffied by a single 28 <br />address. In instances where this chapter applies to an address with a duplex or other multfple-family 29 <br />dwelling on the property, the address will be considered a single residentfal address and not multfple 30 <br />residentfal addresses, unless the residentfal address has an approved building and parking plan pursuant 31 <br />to Sectfon 8.60.040(B)(3). 32 <br />E. “Motor vehicle” has the meaning defined by state law. 33
