Additfonal Standards for Development in the Navy Compatfbility Area. 3 <br />1. Security Setbacks. New facilitfes, including buildings, parking, storage areas and public access 4 <br />trails, are not permitted within fifty feet of Naval Statfon Everett. Roads and driving aisles are 5 <br />permitted within this fifty-foot setback. 6 <br />2. Outdoor Storage of Bulk Materials. Bulk materials cannot be located in required security 7 <br />setbacks from Naval Statfon Everett set forth in subsectfon (C)(1) of this sectfon. 8 <br />3. Landscaping. Landscaping on property adjacent to Naval Statfon Everett shall be maintained 9 <br />between eighteen inches and six feet above grade to allow visibility of the required security 10 <br />setback areas set forth in subsectfon (C)(1) of this sectfon. 11 <br />4. Required Coordinatfon. Any development that is on a lot within two hundred feet of Naval 12 <br />Statfon Everett or has frontage on the shoreline shall coordinate with Naval Statfon Everett on 13 <br />security and public safety issues. A comprehensive security and public safety plan must be 14 <br />submitted to the city at tfme of land use permit review. Naval Statfon Everett shall be provided at 15 <br />least fifteen days to review and comment on the plan. The planning director is authorized to 16 <br />establish conditfons that address potentfal security impacts upon Naval Statfon Everett. 17 <br />5. Electromagnetfc Radiatfon. Any business within one-fourth mile (one thousand three 18 <br />hundred twenty feet) of Naval Statfon Everett that generates electromagnetfc radiatfon (EMR) 19 <br />shall coordinate with Naval Statfon Everett. An EMR frequency spectrum plan must be submitted 20 <br />to the city at tfme of land use permit review. Naval Statfon Everett shall be provided at least 21 <br />fifteen days to review and comment on the plan. The planning director is authorized to establish 22 <br />conditfons that address potentfal EMR impacts to Naval Statfon Everett. 23 <br />6. Marine Traffic. Any development that generates marine traffic in the Everett Harbor must 24 <br />coordinate with Naval Statfon Everett. A port operatfons plan must be submitted to the city at 25 <br />tfme of land use permit review. Naval Statfon Everett shall be provided at least fifteen days to 26 <br />review and comment on the plan. The planning director is authorized to establish conditfons that 27 <br />address potentfal impacts from marine traffic on Naval Statfon Everett. 28 <br />7. Windows. All windows on north facing facades within one hundred feet of Naval Statfon 29 <br />Everett shall be translucent (does not allow views to Naval Statfon Everett). 30 <br />CHAPTER 19.22 – BUILDING AND STRUCTURE HEIGHTS 31 <br />19.22.010, Overview 32 <br />The standards in this chapter establish the maximum, and if applicable, minimum building and structure 33 <br />heights for development within the city.
