See Chapter 19.17 EMC. 4 <br />19.22.060, HOW HEIGHTS ARE MEASURED. 5 <br />A. Overview. Building heights may be measured by the number of stories (floors) and/or by total feet 6 <br />permitted. Where the height limits show both floors and feet, both standards must be met. Where 7 <br />maximum building heights are shown in floors only, how the height of floors is calculated is explained in 8 <br />subsectfon (D) of this sectfon. 9 <br />B. Where Heights Are Measured From. The base elevatfon of a building. Where heights are measured 10 <br />from depends on the zone or locatfon, and whether the site has alley access or is sloped and subject to 11 <br />subsectfon (B)(4) of this sectfon. 12 <br />1. Commercial Zones. The height of buildings shall be measured from the average sidewalk 13 <br />elevatfon at the front lot line or, where no sidewalk exists, the average of the record profile 14 <br />grade elevatfon of the street abutting the principal frontage of the building, as determined by 15 <br />the public works department. 16 <br />2. Industrial Zones. The height of buildings shall be the number of floors from the base 17 <br />elevatfon of a building to the highest point of the roof, exclusive of building appurtenances. 18 <br />3. Residential Zones. Building height measurements in residentfal zones depend on the zone 19 <br />and/or the overlay that might be applied. 20 <br />a. UR4 Zone. The height of buildings shall be measured from the average sidewalk 21 <br />elevatfon at the front lot line or, where no sidewalk exists, the average of the record 22 <br />profile grade elevatfon of the street abutting the principal frontage of the building, as 23 <br />determined by the public works department. 24 <br />b. Historic Overlay Zones. Where a residentfal zone includes an historic overlay, the 25 <br />height of buildings shall be measured from the average sidewalk elevatfon at the front 26 <br />lot line or, where no sidewalk exists, the average of the record profile grade elevatfon of 27 <br />the street abutting the principal frontage of the building, as determined by the public 28 <br />works department. 29 <br />c. Other Residential Zones. The height of buildings shall be the number of floors and 30 <br />vertfcal distance from the base elevatfon of a building to the highest point of the roof, 31 <br />exclusive of building appurtenances. 32 <br />4.1. Exceptions for Height Measurements. The following are exceptfons to how heights are 33 <br />measured outlined in subsectfons (B)(1) through (B)(3) of this sectfon. 34 <br />a. Historic Overlay Zones.
