In all land divisions for residentfal development, the city may require pedestrian improvements to 3 <br />ensure safe walking conditfons are provided between the development and existfng schools or 4 <br />schoolgrounds. 5 <br />B. Pedestrian improvements may be required off-site in order to mitfgate a safety hazard created by the 6 <br />development as determined by the city engineer. 7 <br />C. When a proposed division or redivision of land is on an established school bus route, the applicant 8 <br />may be required to provide a school bus shelter. The city engineer shall make this decision as it relates to 9 <br />the potentfal needs of the development. 10 <br />19.33.080, EASEMENTS AND DEDICATIONS. 11 <br />A. In order to facilitate pedestrian access from a project to proposed and existfng streets and to provide 12 <br />access to schools, parks, playgrounds, trails, transit stops or other pedestrian facilitfes, the city may 13 <br />require perpetual unobstructed pedestrian access easements of at least ten feet in width to these 14 <br />facilitfes. For land divisions, pedestrian easements shall be shown on the face of the final division map. 15 <br />B. Where insufficient right-of-way exists to accommodate the full width of the required sidewalk, the 16 <br />city engineer may require either of the following: 17 <br />1. A public easement for the portfon of the sidewalk located on private property; or 18 <br />2. A dedicatfon of land sufficient to allow the sidewalk to be located entfrely within the public right-of-19 <br />way. 20 <br />CHAPTER 19.34 – PARKING 21 <br />19.34.010, PURPOSE AND APPLICABILITY 22 <br />This chapter establishes the standards for the amount, locatfon, and development of off-street vehicle 23 <br />parking, standards for bicycle parking, standards for on-site loading areas and standards for access to 24 <br />parking from city streets and/or alleys. 25 <br />A. Purpose. The purpose of this chapter is to ensure parking and loading facilitfes contribute to a quality 26 <br />and healthy urban environment, encourage the use of shared parking to maximize the efficient use of 27 <br />limited urban space, to reduce the number of vehicle miles traveled, to reduce hazards to public safety, 28 <br />and to reduce impacts to manage on-street parking to benefit of all users. 29 <br />B. Where Off-Street Parking Requirements Apply. The standards of this chapter apply to all 30 <br />development within the city of Everett including any off-street parking required by the city or put in for 31 <br />the convenience of property owners or users. 32 <br />C. City of Everett Design and Constructfon Standards and Specificatfons for Development. The City of 33 <br />Everett Design and Constructfon Standards and Specificatfons for Development, hereinafter referred to 34 <br />as “city design standards,” contain detailed standards for parking lot design, surfacing, and driveways. 35 <br />These standards are administered by the public works director, who has authority to develop, 36
