If areas are not within a zoning district, they shall be: (1) reviewed under the Everett 1 <br />shoreline master program, if applicable; or (2) as an unlisted use in the adjacent zone, subject to the 2 <br />process set forth in EMC 19.05.070. 3 <br />19.03.020 ESTABLISHMENT OF OVERLAY ZONES 4 <br />In certain instances, special circumstances warrant the applicatfon of special regulatfons or 5 <br />administratfve processes to specific areas. In order to apply these special regulatfons or administratfve 6 <br />processes, the following overlay zones are established: 7 <br />Abbreviation Name <br />H Historic <br />I Instftutfonal <br />PD Planned Development <br />APN Airport/Port/Navy Compatfbility <br /> <br /> 8 <br />19.03.030, PURPOSE AND APPLICATION OF ZONE DISTRICTS 9 <br />A. Agriculture Zone (AG). The purpose of the agricultural use zone is to provide and protect areas for 10 <br />certain agricultural uses on lands which are not appropriate for residentfal, commercial or industrial 11 <br />development at urban intensitfes. 12 <br />B. Residential Zones. 13 <br />1. Suburban Residential Zone (R-S). The purpose of the suburban residentfal zone is to provide 14 <br />for and protect certain areas of the city for single-family detached residentfal uses where 15 <br />topography or other environmental constraints require larger minimum lot sizes. The secondary 16 <br />purpose of the R-S zone is to provide an interim “holding zone” in annexed areas for which other 17 <br />zoning is not established at the tfme of annexatfon. 18 <br />2. Single-Family Detached Low Density Residential Zone (R-1). The purpose of the single-family 19 <br />detached low density residentfal zone is to provide for and protect certain areas of the city for 20 <br />detached single-family residentfal uses. 21 <br />3. Single-Family Medium Density Residential Zone (R-2). The purpose of the single-family 22 <br />medium density residentfal zone is to provide for and protect areas of the city for single-family 23 <br />detached and a limited amount of duplex residentfal use. 24 <br />4. Single-Family Attached Medium Density Zone (R-2(A)). The purpose of the single-family 25 <br />attached medium density zone is to provide for a variety of single-family living opportunitfes at 26 <br />densitfes which are compatfble with adjoining single-family detached neighborhoods and which 27 <br />can be used as a transitfon between single-family neighborhoods and land uses of higher 28 <br />intensity. 29
