The primary purpose of the urban residentfal 3 zone is to provide 1 <br />for multfple-family residentfal use at medium densitfes. In this zone, commercial uses are 2 <br />generally prohibited. 3 <br />6. Urban Residential 4 (UR4). The primary purpose of the urban residentfal 4 zone is to provide 4 <br />for multfple-family residentfal use at high densitfes. Additfonal neighborhood-oriented 5 <br />commercial uses may be allowed within certain locatfons when developed in a mixed-use 6 <br />context. 7 <br />1. Neighborhood Residentfal-Constrained. The purpose of the Neighborhood Residentfal-8 <br />Constrained zone is to reduce risk from hazards in areas with limited access by providing for a 9 <br />contfnuatfon of established development patterns and limitfng growth potentfal. 10 <br />2. Neighborhood Residentfal. The purpose of the Neighborhood Residentfal is to provide for a 11 <br />variety of housing opportunitfes while limitfng the scale of buildings to three floors or less to be 12 <br />complimentary to existfng neighborhood scale and bulk. 13 <br />3. Urban Residentfal (4 Floors). The purpose of the Urban Residentfal (4 Floors) zone is to permit 14 <br />moderate-scale residentfal development in buildings up to up to four floors along with limited 15 <br />opportunitfes for neighborhood commercial development. 16 <br />4. Urban Residentfal (7 Floors). The primary purpose of the Urban Residentfal (7 Floors) zone is 17 <br />to permit moderate-scale residentfal development in buildings up to seven floors along with 18 <br />limited opportunitfes for neighborhood commercial development. 19 <br />C. Business and Commercial Mixed Use Zones. 20 <br />1. Neighborhood Business (NB). The purpose of the neighborhood business zone is to: 21 <br />a. Provide for the limited scale retail, personal service and convenience consumer 22 <br />needs of the immediately adjacent residentfal neighborhoods, rather than the larger 23 <br />community; 24 <br />b. Establish building and development standards which assure that uses, buildings and 25 <br />structures are appropriately sited, scaled and designed so as to be compatfble with 26 <br />surrounding residentfal neighborhoods; and 27 <br />c. Ensure that businesses can be accessed by nonmotorized means of transportatfon. 28 <br />2. Business (B). The purpose of the business zone is to provide a wide variety of business and 29 <br />commercial uses; to allow higher density residentfal uses; to provide effectfve building and 30 <br />streetscape standards intended to promote quality development and pedestrian accessibility. 31 <br />3. Mixed Urban (MU). The purpose and functfon of the mixed urban zone are: 32 <br />a. To reinforce and enhance the downtown city core that provides local and regional 33 <br />service, retail, entertainment, civic and public uses, as well as a variety of urban housing 34 <br />choices; 35 <br />b. To provide for intensive, mixed use development in areas around high capacity 36 <br />transit stops, including bus rapid transit and future light rail statfons; and 37
