Any motor vehicle having less than six wheels is the equivalent of a vehicle having a 3 <br />manufacturer’s gross vehicle weight ratfng of less than sixteen thousand pounds. 4 <br />2. Any motor vehicle having six wheels or more is the equivalent of a vehicle having a 5 <br />manufacturer’s gross vehicle weight ratfng of sixteen thousand pounds or more. 6 <br />19.34.110 VEHICULAR ACCESS TO OFF-STREET PARKING – ALLEYS AND DRIVEWAYS. 7 <br />A. Alleys. Access to off-street parking areas shall be provided from the alley where available. The intent 8 <br />of this requirement is to: 9 <br />1. Enhance the safety of parking areas; 10 <br />2. Minimize potentfal conflicts between vehicles and pedestrians; 11 <br />3. Efficiently manage traffic in off-street parking areas; 12 <br />4. Reduce visual impacts on surrounding propertfes and improve streetscape appearance. 13 <br />B. Alley Access Exceptfon. Access from the public street where the lot abuts an alley will only be 14 <br />allowed as an exceptfon to the alley access requirement. The city engineer, in consultatfon with the 15 <br />planning director, may allow access to required off-street parking from the street in lieu of, or in additfon 16 <br />to, using the alley in the following circumstances: 17 <br />1. The topography of the site and/or adjacent alley makes use of the alley infeasible; or 18 <br />2. The requirement for access from the alley would create a traffic or pedestrian safety hazard, 19 <br />such as sight distance problems or conflicts with other ingress/egress locatfons; or 20 <br />3. There is an existfng improvement that prevents use of the alley for vehicular access and the 21 <br />improvement cannot reasonably be relocated or removed; or 22 <br />4. For nonresidentfal or mixed uses, driveway access from the street is necessary to provide 23 <br />access for commercial customer traffic; this exceptfon may not be used to justffy a street access 24 <br />point that primarily provides access to employee or resident parking areas; or 25 <br />5. Providing access from the street will reduce or minimize adverse impacts on adjacent 26 <br />propertfes; or 27 <br />6. Street access for multfple levels of off-street parking within a structure when access from an 28 <br />alley to all parking levels is not feasible due to topography or lot geometry. 29 <br />C. Driveways. The design of all driveways and internal vehicle circulatfon shall be in accordance with 30 <br />EMC Title 13 and the city design standards. Maximum driveway width within the public right-of-way shall 31 <br />be as provided in Chapter 13.16 EMC. For residentfal zones, the following additfonal requirements shall 32 <br />apply to the portfon of the driveway located outside the right-of-way for : 33 <br />1. For non-alley access lots, the maximum driveway width within the front or street side 34 <br />setback within twenty feet of the right-of-way abutting the front lot line shall not exceed thirty 35
