Modificatfon of Off-Street Loading Requirements. The requirements of subsectfons (A) and (B) of this 4 <br />sectfon may be modified by the city engineer. In order to grant a modificatfon to the requirements of 5 <br />subsectfons (A) or (B) of this sectfon, the city engineer shall require the applicant to provide sufficient 6 <br />informatfon to demonstrate that the method of providing loading/unloading for a partfcular use, 7 <br />building or site will be sufficient to assure that required off-street parking areas, public right-of-way and 8 <br />surrounding propertfes are protected from unsafe conditfons resultfng from truck loading and/or 9 <br />unloading. The city engineer is not authorized to allow the loading and/or unloading of trucks to occur 10 <br />on public streets except on a nonrecurring basis as approved through the temporary street use permit 11 <br />process. The use of alley right-of-way for the loading and/or unloading of trucks is allowed without 12 <br />permit. 13 <br />E. Truck Loading in Building Setback Areas. Truck loading areas shall not be located within required 14 <br />building setbacks. Where loading berths are located within one hundred feet of areas zoned for 15 <br />residentfal use, the applicant shall provide measures necessary to reduce noise and visual impacts from 16 <br />the commercial area. Noise mitfgatfon measures may include architectural or structural barriers, berms, 17 <br />walls, or a restrictfon on the hours of operatfon, if necessary to meet the requirements of the city’s noise 18 <br />ordinance. 19 <br />F. Truck Loading and Maneuvering in Manufacturing Industrial Zones. Within industrial zones, truck 20 <br />loading and maneuvering areas shall not be located within one hundred thirty feet of areas zoned for 21 <br />residentfal use. Truck loading/unloading shall not be permitted on streets. Truck loading operatfons and 22 <br />maneuvering areas shall not be permitted to occupy an area exceeding fifty percent of the total linear 23 <br />dimensions of the building perimeter. 24 <br />19.34.160 – BICYCLE AND MICROMOBILITY FACILITIES 25 <br />A. Purpose. Facilitate and encourage the use of bicycles and other micromobility to support affordable 26 <br />transportation options, reduce vehicle miles travelled, and make physical activity safe and accessible to 27 <br />Everett residents. 28 <br />B. Applicability. 29 <br />1. New construction. The number of bicycle spaces and other facilities required by Table 34-6 30 <br />Bicycle Facilities, Required Counts shall be provided. 31 <br />2. Expansion. Bicycle spaces and facilities shall be provided when increasing floor area or other 32 <br />measure of bicycle facility requirements by addition or alteration; and 33 <br />3. Change of Use. Any change of use which requires more bicycle facilitfes than the previous use 34 <br />shall provide such bicycle facilitfes in accordance with the current requirements minus the 35 <br />bicycle facilitfes by which the previous use was deficient, taking into account any exceptfon or 36 <br />reductfon under this Chapter. 37
