All building-mounted lights shall be 1 <br />directed onto the building itself and/or the ground immediately adjacent to it. The light 2 <br />emissions shall not be visible above the roof line of the building. 3 <br />G. Maintenance. 4 <br />1. All off-street parking spaces shall be maintained to the design standard as shown on 5 <br />approved permit documents. Such spaces shall not be used at any tfme or in any manner that 6 <br />precludes use for off-street parking of operable motor vehicles regularly used by occupants, 7 <br />employees, guests, or customers. 8 <br />2. Where parking is owned in common (e.g. by a homeowners’ associatfon), the covenants shall clearly 9 <br />indicate which partfes are responsible for parking facility maintenance. 10 <br />19.34.130, DRIVE-THROUGH FACILITIES. 11 <br />See EMC 19.13.095 for standards and restrictfons for drive-through service windows, order placing 12 <br />statfons and holding lanes. 13 <br />19.34.140, PEDESTRIAN ACCESS. 14 <br />Design of pedestrian facilitfes through parking areas shall be in accordance with Chapter 19.33 EMC and 15 <br />the city design standards. 16 <br />19.34.150, OFF-STREET LOADING REQUIREMENTS. 17 <br />A. Nonresidentfal Truck Loading and Unloading Berths. Every nonresidentfal building hereafter 18 <br />constructed or altered that is engaged in retail, manufacturing, wholesale, or storage actfvitfes, excluding 19 <br />self-service storage facilitfes, which requires delivery of merchandise or materials by trucks, shall provide 20 <br />truck loading and unloading berths according to city design standards, except in Metro Everett Mixed-21 <br />Use Centers. All loading areas shall be separated from required parking areas and shall be designated for 22 <br />truck loading space. 23 <br />B. Hotel, Office, Restaurant, or Assembly Truck Loading and Unloading Berths. Every hotel, office 24 <br />building, restaurant, or assembly structure or similar use shall provide truck loading and unloading 25 <br />berths according to the following standards, except in Metro Everett Mixed-Use Centers or when such 26 <br />use is being reviewed using a review process which involves either the hearing examiner or city council 27 <br />as set forth in EMC Title 15, Local Project Review Procedures. 28 <br />C. Truck Loading and Unloading for Other Uses. The city engineer is authorized to require loading space 29 <br />as necessary to provide for the safe and efficient delivery of merchandise or materials to the following 30 <br />uses: 31 <br />1. Uses with a smaller floor area than the minimum listed in the city design standards; 32 <br />2. Uses in Metro Everett Mixed-Use Centers; or 33 <br />3. Uses being reviewed using the hearing examiner review process as set forth in EMC Title 15, 34 <br />Local Project Review Procedures. 35
