EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 268 <br />19.35.130, ADDITIONAL LANDSCAPING REQUIREMENTS AND DESIGN STANDARDS. 1 <br />A. Landscaping in the Public Right-of-Way. Landscaping located within public rights-of-way shall be 2 <br />approved by the Everett public works department, prior to plantfng, as part of the review of landscape 3 <br />plans required by EMC 19.35.140. The public works department may require specific types of street 4 <br />trees for plantfng in public rights-of-way abutting the property for which the landscaping is required. 5 <br />Such street trees shall be selected and planted in accordance with the public works department 6 <br />requirements. 7 <br />B. Landscaping by Bus Stops. Landscaping shall allow visibility of bus stops and shall not interfere with 8 <br />transit operatfons. Trees planted within bus zones shall not be located within eighteen inches of the back 9 <br />of curb. 10 <br />C. Landscape Design for Crime Preventfon. The review authority, for Type II or higher permits, may 11 <br />require landscaping to meet these requirements. 12 <br />1. Landscape designs should discourage concealment issuesavoid creatfng areas of 13 <br />concealment close to buildings, doors, and windows. 14 <br />2. Landscaping should be installed and maintained to not interfere or obstruct: 15 <br />a. Exterior surveillance cameras; 16 <br />b. Views into and out from buildings, including of all doors, and windows, balconies, 17 <br />and the like; and 18 <br />c. Exterior light fixtures. 19 <br />3. Landscaping should be designed and maintained to enhance safety by providing visual 20 <br />corridors throughout the interior of parking lots and other portfons of the site used by 21 <br />pedestrians, such as by selectfng a majority of shrubs that can be maintained below three two 22 <br />feet high and a majority of trees with the lowest branches above six seven feet high. 23 <br />D. Pedestrian walkways shall be permitted to cross required landscape areas and drive aisles. 24 <br />E. Low Impact Development (LID). Low impact development (LID) stormwater management facilitfes, 25 <br />such as rain gardens and bioretentfon areas, are encouraged to be used in conjunctfon with the 26 <br />landscaping type requirements and parking lot landscaping requirements: 27 <br />1. Where site and soil conditfons make LID a feasible optfon; 28 <br />2. Where maintenance of the LID areas will not adversely impact result in an irreconcilable 29 <br />conflict the purpose of the required landscaping; 30 <br />3. Where the plant species provided are suitable to the hydrological conditfons resultfng from 31 <br />directfng stormwater to these areas; and 32 <br />4. Where sufficient plantfng areas are provided to accommodate the required number of trees 33 <br />and shrubs, area of ground cover, and minimum plantfng width. Additfonal landscape area and 34 <br />width will likely be required to accommodate both the required number of trees and stormwater 35
