EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 284 <br />provided, that the number of dwelling units allowed to be transferred to 1 <br />the receiving site shall not exceed the lesser of: 2 <br />(i) The number of dwelling units which the planning director 3 <br />determines to be the minimum necessary to allow for 4 <br />reasonable economic use of the restricted property; or 5 <br />(ii) The number of dwelling units that would be allowed on the 6 <br />receiving site with an assumed twenty percent increase in lot 7 <br />size. In approving a transfer of development rights to the 8 <br />receiving site in a single-family zone, the planning director shall 9 <br />have the authority to allow for a reductfon of the minimum lot 10 <br />area allowed by the zone in which the receiving site is located by 11 <br />not more than twenty percent. The director shall have the 12 <br />authority to reduce the required lot width and depth by not 13 <br />more than twenty percent. All dwelling units on such lots shall 14 <br />be single-family dwellings. 15 <br />(B) Multiple-Family Urban Residential Zones. The amount of 16 <br />development transferred to the receiving lot shall be limited only by all 17 <br />other requirements of this tftle applicable to the use zone in which the 18 <br />receiving lot is located (building height, off-street parking, setbacks, 19 <br />multfple-family development standards, etc.), excluding maximum 20 <br />permitted density. 21 <br />(C) Commercial Mixed-Use and Industrial Zones. The amount of 22 <br />development transferred to the receiving lot shall not exceed that which 23 <br />can be accommodated by allowing an increase of permitted height on 24 <br />the receiving lot of not more than fifteen feet. All other requirements of 25 <br />the use zone in which the receiving lot is located shall be applicable to 26 <br />the transferred development. 27 <br />d. All other requirements of this chapter shall apply to the subject property, including 28 <br />but not limited to submittal of mitfgatfon plans, monitoring reports, and assurance 29 <br />devices, installatfon of fencing and signs, and recording of protectfve covenants. 30 <br />19.37.180 Stream alteration thresholds and compensation. 31 <br />A. Stream Preservation/Alteration Thresholds. 32 <br />1. Type S Streams. All Type S streams shall be regulated by the city of Everett shoreline master 33 <br />program. 34 <br />2. Type F Streams. All Type F streams shall be preserved. The city may only allow alteratfon of 35 <br />Type F streams under the following circumstances: 36 <br />a.
