The airport influence area is the area within a specified 2 <br />distance of each runway, to be measured as a distance extending outward from the portfon of the 3 <br />runway centerline between runway thresholds. 4 <br />“Airport runway protectfon zone” means a trapezoidal area at ground level off the end of an airport 5 <br />runway, the dimensions of which are defined by the Federal Aviatfon Administratfon to enhance the 6 <br />safety and protectfon of people and property on the ground. 7 <br />“Airport transitfonal area” is the area of land under an imaginary transitfonal surface of an airport as 8 <br />described in 14 CFR Part 77.19(e). 9 <br />“Alley” means a public or private way permanently reserved as a means of access to abutting property. 10 <br />“Antfque” means a product that is sold or exchanged because of the value derived by the age of the 11 <br />product being greater than fifty years. 12 <br />“Applicant” means a person who applies for any permit or approval to do anything governed by this 13 <br />chapter and who has legal standing to apply for a permit or approval on the specific property. 14 <br />“Architectural barrier” means a fence, berm, wall or combinatfon of earth, plant and structural materials 15 <br />designed and constructed to reduce visual or noise impacts between propertfes or uses. 16 <br />“Assurance device” means a financial mechanism by which the city assures compliance with the 17 <br />requirements of this chapter or other development or use entftlement. 18 <br />“Brownfield” is real property, the expansion, redevelopment or reuse of which may be complicated by 19 <br />the presence or potentfal presence of a hazardous substance, pollutant, or contaminant. 20 <br />“Building official” means the building official for the city or his/her designee. 21 <br />“Business license” means a license issued by the city for the purpose of collectfng business tax revenues. 22 <br />“Cease(d)” means, for purposes of Chapter 19.38 EMC, to come to an end; to not use; to vacate. For 23 <br />purposes of Chapter 19.38 EMC, no showing of intent to cease is required. 24 <br />“Certfficate of occupancy” means a permit to occupy a building. 25 <br />“City attorney” means the city attorney for the city or his/her designee. 26 <br />“City council” means the city council of the city. 27 <br />“City engineer” means the public works director for the city or his/her designee. 28 <br />“Clearing” means the act of removing or destroying vegetatfon or other organic plant materials by 29 <br />physical, mechanical, or chemical means. 30 <br />“Code compliance officer” means the code compliance officer for the city. 31 <br />“Comprehensive plan” means the city of Everett comprehensive plan, including any subarea plans, 32 <br />adopted pursuant to Chapter 36.70A RCW. 33
