EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 33 <br />“Short subdivision” means the division or redivision of land into nine or fewer lots, tracts, parcels, sites 1 <br />or divisions for the purpose of sale, lease, or transfer of ownership. 2 <br />“Stoop” means a small stair, landing or ramp connectfng a building entrance to a walkway or sidewalk. 3 <br />“Street-facing dwelling unit facade” means a ground or first floor of a dwelling unit facade facing, and 4 <br />within thirty feet of, a front or side-street lot line on a public street. 5 <br />“Structure” means a combinatfon of materials constructed or erected on or under the ground, or 6 <br />attached to something having a permanent locatfon on or under the ground. 7 <br />“Structured parking” means a structure in which vehicle parking is accommodated on multfple stories or 8 <br />floors. 9 <br />“Subdivision” means the division or redivision of land into ten or more lots, tracts, parcels, sites or 10 <br />divisions for the purpose of sale, lease, or transfer of ownership. 11 <br />“Swale” means a shallow drainage conveyance with relatfvely gentle side slopes, generally with flow 12 <br />depths less than one foot. 13 <br />“Tiny home,” “tfny house” or “tfny house with wheels” has the same meaning as set forth in RCW 14 <br />35.21.686, which is a dwelling to be used as permanent housing with permanent provisions for living, 15 <br />sleeping, eatfng, cooking, and sanitatfon built in accordance with the state building code. 16 <br />“Tiny house communitfes” has the same meaning as set forth in RCW 35.21.686, which is real property 17 <br />rented or held out for rent to others for the placement of tfny houses with wheels or tfny houses utflizing 18 <br />the binding site plan process in RCW 58.17.035. 19 <br />“Tower” means any structure that is designed and constructed primarily for the purpose of supportfng 20 <br />one or more antennas, including self-supportfng lattice towers, guy towers or monopole towers. The 21 <br />term encompasses personal wireless service facilitfes towers, microwave towers, common-carrier 22 <br />towers, cellular telephone towers, personal communicatfons services towers, alternatfve tower 23 <br />structures, and other similar structures, and its attendant base statfon. The term does not include public 24 <br />utflity poles. 25 <br />“Townhouses” means buildings that contain three or more attached single-family dwelling units that 26 <br />extend from foundatfon to roof and that have a yard or public way on not less than two sides. also called 27 <br />“single-family, attached,” are buildings joined at the side by a common wall. Each dwelling has up to two 28 <br />or three stories and no dwellings are placed over another. Each dwelling has individual and direct 29 <br />pedestrian access to the street and typically contains some private open space in the front and back. A 30 <br />development of townhouses could include two units attached (see Chapter 19.05 EMC, “Dwelling, 2-31 <br />unit”) or multfple units attached. 32 <br />“Townhouse unit” means a single-family dwelling unit in a townhouse that extends from foundatfon to 33 <br />roof and that has a yard or public way on not less than two sides that extends at least 50 percent of the 34 <br />length of each of these two sides. 35
