Veterinary Clinic or Animal Day Care — Limited to Small Animal; 4 <br />6. Day Care Center, Commercial (limited to 20 children or adults); 5 <br />7. Entertainment and Recreatfon — Enclosed in Building (e.g., theater, fitness facility); 6 <br />8. Offices; and 7 <br />9. Other uses not listed above if determined through the review process described in Title 15 to 8 <br />be compatfble with surrounding propertfes and the immediate vicinity. 9 <br />D. Standards for Neighborhood Commercial uses, provided that standards may by modified by the 10 <br />planning director if determined through the review process described in Title 15 to be compatfble with 11 <br />surrounding propertfes and the immediate vicinity: 12 <br />1. Up to 3,000 square feet gross floor area or 50% of the gross floor area of the ground floor, 13 <br />whichever is larger; 14 <br />2. Outdoor use areas are subject to administratfve use permit and EMC 19.39.050; 15 <br />3. See EMC 19.06.020 for reduced setbacks for Neighborhood Commercial uses; 16 <br />4. No minimum off-street parking required; 17 <br />5. Off-street parking prohibited between the building and the street; 18 <br />6. No drive through facilitfes allowed; 19 <br />7. Hours of operatfon: limited to 6 am to 11 pm; 20 <br />8. See Chapter 20.08 for maximum permissible noise levels; and 21 <br />9. The primary street-facing façade shall have a main entrance door and at least 60 percent of 22 <br />the area transparent windows or doors and the secondary street-facing facade must be 25 23 <br />percent windows or entrance doors. Windows used to meet this standard must allow views from 24 <br />the building to the street and may not be glass block. 25 <br />19.05.050, PROHIBITED USES 26 <br />If Tables 5-1 through 5-5 do not indicate a specific review process for a specific use and zone, the use 27 <br />shall not be permitted in that zone. The following uses are prohibited anywhere within the city of 28 <br />Everett: 29 <br />A. Aggregates extractfon. 30 <br />B. The disassembly, dismantling, or storage of more than five wrecked vehicles as defined in RCW 31 <br />46.80.010(6) at any one tfme unless completely contained within an enclosed building. 32 <br />C. Manufacture of explosives. 33
