Garage sales shall be limited to two events per year with a maximum duratfon 1 <br />not to exceed four days per event. 2 <br />2. Commercial and Industrial Zones. The following temporary uses, when located in commercial 3 <br />and industrial zones for not longer than the tfme periods specified below, are exempt from the 4 <br />permit requirements of this sectfon: 5 <br />a. Not to exceed forty-five days: 6 <br />(1) Christmas tree lots; 7 <br />b. Not to exceed ten consecutfve days: 8 <br />(1) Amusement rides; 9 <br />(2) Carnivals and circuses; 10 <br />(3) Parking lot sales which are ancillary to the indoor sale of the same goods 11 <br />and services. 12 <br />I. Prohibited on Public Right-of-Way. See EMC 13.30.010 for permit requirements to use public right-of-way. 13 <br />19.05.070, USE TABLE OVERVIEW 14 <br />A. General. Land uses which are listed in Tables 5-1 through 5-5 of this chapter shall be permitted 15 <br />subject to the review process listed in the table for a specific use in a partfcular zone. If Tables 5-1 16 <br />through 5-5 do not indicate a specific review process for a specific use and zone, the use shall not be 17 <br />permitted in that zone. If a use is not listed, please refer to subsectfon (B) of this sectfon regarding 18 <br />unlisted uses. See Chapter 19.33 EMC for street type designatfons. 19 <br />B. Unlisted Uses. 20 <br />1. Similar in Nature and Impact. If a use is not listed but is similar in nature and impact to a use 21 <br />that is listed in Tables 5-1 through 5-5, the planning director may interpret and classify the use 22 <br />(see subsectfon (E) of this sectfon) and proceed with review in accordance with the criteria 23 <br />outlined in EMC 15.03.030. 24 <br />2. Not Similar in Nature or Impact. If a use is not listed and cannot be interpreted as similar in 25 <br />nature or similar in impact to a use that is listed in Tables 5-1 through 5-5, the use is deemed 26 <br />prohibited. 27 <br />C. Special Use Restrictions or Exceptions. In some of the cells contained in Tables 5-1 through 5-5 are 28 <br />special regulatfons and endnotes. These special regulatfons and endnotes indicate that there are 29 <br />additfonal requirements or exceptfons that apply to the specific use and/or zone corresponding with that 30 <br />partfcular cell in Tables 5-1 through 5-5. The special regulatfons are, in most cases, listed on the page(s) 31 <br />following Tables 5-1 through 5-5 in which the number is listed or provide reference to special regulatfons 32 <br />contained within the applicable other chapters of this code. 33 <br />D. Administrative Use and Conditional Use Permit Criteria. Criteria for the evaluatfon of administratfve 34 <br />use and conditfonal use permits assigned in Tables 5-1 through 5-5 are set forth in Chapter 15.03 EMC. 35 <br />E. Classification of Uses. Land uses in Tables 5-1 through 5-5 are classified in one of four categories: 36
