<br /> 3 <br /> <br />7) The entire area contained within Everett Avenue to 23rd Street on the south and north, <br />and Broadway to Hoyt on the east and west (which includes Clark Park and the Everett <br />High School campus; and <br />8) The entire area of Everett Mall Way from Evergreen Way to SR-526, and two blocks north <br />and south of Everett Mall Way. <br />9) The entire area that makes up Senator Henry M. Jackson Park contained within 18th <br />street to 16th street on the south and north, and Walnut Street and East Marine View <br />Drive on the east and west, excluding any area within those boundaries that are not City <br />of Everett Park Property. <br /> <br />Based upon the same data and experiences noted above, it is my recommendation the <br />following current SODA zone be removed during this process: <br />1. The entire area that makes up Wiggums Hollow Park contained within 12 th street to 10th <br />street on the south and north, and Poplar street and Pine street on the east and west, <br />excluding any areas within those boundaries that are not City of Everett Park Property. <br />This park has only had three drug related arrests over the past two-year period (2023-2024), as <br />shown in slide 11. Additionally, it is not the source of frequent narcotic-related complaints that <br />are referred to our respective units relative to the other areas that are recommended for <br />inclusion. It is my opinion that based upon the data, and our combined experience, that this <br />park should be removed from the current SODA boundaries. <br />Based upon the experience of Sgt Wallace and the Community Response Unit he supervises; it <br />is my recommendation that the following area be added to the current SODA boundaries. <br />1. The entire area extending from the 1000 block of North Broadway Ave to the <br />intersection of Marine View Drive, and two blocks east and west of this area of <br />Broadway Avenue, and one block north of Marine View Dr. <br />The 700-1000 block of Broadway was previously included in past SODA boundaries but was <br />removed during the 2021 review process due to ongoing commercial development in the area <br />and a decreased frequency of narcotic related contacts. The data from 2023 -2024 shows an <br />increased number of arrests in this area. Sgt Wallace advised that his unit is routinely receiving <br />complaints about areas within the above-described boundary and have seen drug/narcotic <br />activity firsthand that warrants its re-inclusion. My recommendation is to extend the boundary <br />from the 700 block further north to the intersection of Marine View Drive to account for the <br />wooded areas to the north that have been the source of quality of life crime complaints that <br />the CRT unit responds to. <br /> <br />
