<br /> 4 <br /> <br />Attached and incorporated by reference to my declaration is a description of the areas <br />described above, all of which are contained within the city limits of Everett, that I am <br />recommending on behalf of the Everett Police Department to the Everett City Council to be <br />designated as Stay Out of Drug Areas (“SODA”) to-wit: <br />1) The entire area extending from the 1000 block to the 4100 block of Broadway, and two <br />blocks east and west of this area of Broadway; and <br />2) The entire area on Evergreen Way extending from the 4700 block to the south city limits, <br />and two blocks east and west of this area of Evergreen Way; and <br />3) The entire area on West Casino Road extending from the Evergreen Way to Airport Rd, <br />and two blocks north and south of this area of West Casino Road; and <br />4) The entire area extending from the 1000 block to the 3200 block of Hewitt Ave, and two <br />blocks north and south of this area of Hewitt Ave; and <br />5) The entire area extending from the 3100 block to the 3900 block of Smith Ave, and two <br />blocks east and west of this area of Smith Ave. <br />6) The entire area extending from the 4000 block through 4700 block of Rucker Avenue, and <br />two blocks east and west of this area of Rucker Avenue. <br />7) The entire area contained within Everett Avenue to 23rd Street on the south and north, <br />and Broadway to Hoyt on the east and west (which includes Clark Park and the Everett <br />High School campus; and <br />8) The entire area of Everett Mall Way from Evergreen Way to SR-526, and two blocks north <br />and south of Everett Mall Way. <br />9) The entire area that makes up Senator Henry M. Jackson Park contained within 18th <br />street to 16th street on the south and north, and Walnut Street and East Marine View <br />Drive on the east and west, excluding any area within those boundaries that are not City <br />of Everett Park Property. <br />10) The entire area extending from the 1000 block of North Broadway Ave to the <br />intersection of Marine View Drive, and two blocks east and west of this area of <br />Broadway Avenue, and one block north of Marine View Dr. <br /> <br />These areas are known to me from my experience, the experience of Sgt Wallace, training, <br />data produced above and interaction with law enforcement officers, neighbors and <br />business people to be areas where narcotics activity presently justifies designation as <br />SODAs.
