<br />Page 13 of 43 <br />2.4 SCOPE OF WORK – URGENT REPAIRS <br />Urgent repairs may be considered a system failure or a serious safety hazard that affects a portion of the <br />building with the potential of shutting down or a system failure that significantly affects the working <br />environment of the building. <br />When urgent HVAC service is required at any time for the City of Everett, the contractor must be able to <br />respond to a call out within four (4) hours. If the awarded contractor is unable to respond to the urgent <br />call for HVAC service, the city reserves the right to contract the work with another qualified contractor. <br />In a documented emergency, the City will comply with the city’s Standard Procurement Policy & Federal <br />Emergency Contracting Policy and reserves the right to contract emergency work with another qualified <br />contractor. <br />2.5 ESTIMATES <br />For any repairs, the Contractor must provide a written estimate for City approval prior to commencing <br />any work. The estimate must include the scope of work, reason for performing the work, estimated labor <br />hours, parts, and material costs, and schedule. No work shall be performed without a separate repair <br />order issued by the City. The City reserves the right to do a separate solicitation for the repair work. <br />No additional costs will be allowed unless, during the work, something that could not have been <br />reasonably known when creating the quote is discovered. <br />If the City requires the Contractor to respond outside the normal working hours, the city will pay the <br />Contractor’s hourly overtime rate per Form 3.02 Price Sheet. <br />2.6 EQUIPMENT AND COMPONENTS <br />The City will not provide any equipment or tools to the contractor. <br />All equipment used for this work must be equipped and marked to meet all rules and regulations of the <br />State of Washington and the personnel must be trained and qualified as may be required by the State of <br />Washington Department of Labor and Industries’ Rules and Regulations. All work and equipment must <br />meet all requirements of the Occupational Safety and Health Administration (OSHA) and the Washington <br />Industrial Safety and Health Act of 1973 (WISHA). <br />All equipment and tools, including all safety equipment, supplied by the Contractor shall be in good <br />mechanical condition conforming to all Washington State safety laws. Any equipment deemed a safety <br />hazard to the City shall be either repaired or removed from performing City work. The assigned Project <br />Manager will inspect contract equipment as deemed necessary. <br />The City shall not be charged for the time on any equipment while it is broken down or in an unsafe <br />working condition or any crew time lost because of equipment down time. <br />In performing the indicated work, Contractor agrees to provide components recommended by the <br />equipment manufacturer for replacement or repair, and to use lubricants obtained from or recommended <br />by the manufacturer of the equipment. <br />Consumables or components will be the expense and responsibility of the contractor. Certain additional <br />components may be necessary for the performance of this contract and the cost of these additional <br />components will be passed on to the City as a discount off price list percentage. <br />If any consumables or components require shipping or delivery expenses, the City will reimburse the <br />actual costs. The contractor must provide documentation of delivery cost with each invoice. If the
