2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS <br />FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-86 May 6, 2025 <br /> <br />the cost of sampling and testing shall be borne by the Contractor. If the CPF is greater 1 <br />than or equal to 0.75, the cost of sampling and testing will be borne by the Contracting 2 <br />Agency. If the material is rejected before placement and the CPF is greater than or equal 3 <br />to 0.75, compensation for the rejected material will be at a CPF of 0.75. If rejection 4 <br />occurs after placement and the CPF is greater than or equal to 0.75, compensation for 5 <br />the rejected material will be at the calculated CPF with an addition of 25 percent of the 6 <br />unit Contract price added for the cost of removal and disposal. 7 <br /> 8 <br />5-04.3(11)D Rejection - A Partial Sublot 9 <br />In addition to the random acceptance sampling and testing, the Engineer may also 10 <br />isolate from a normal sublot any material that is suspected of being defective in relative 11 <br />density, gradation or asphalt binder content. Such isolated material will not include an 12 <br />original sample location. A minimum of three random samples of the suspect material will 13 <br />be obtained and tested. The material will then be statistically evaluated as an 14 <br />independent lot in accordance with Section 1-06.2(2). 15 <br /> 16 <br />5-04.3(11)E Rejection - An Entire Sublot 17 <br />An entire sublot that is suspected of being defective may be rejected. When a sublot is 18 <br />rejected a minimum of two additional random samples from this sublot will be obtained. 19 <br />These additional samples and the original sublot will be evaluated as an independent lot 20 <br />in accordance with Section 1-06.2(2). 21 <br /> 22 <br />5-04.3(11)F Rejection - A Lot in Progress 23 <br />The Contractor shall shut down operations and shall not resume HMA placement until 24 <br />such time as the Engineer is satisfied that material conforming to the Specifications can 25 <br />be produced: 26 <br /> 27 <br />1. When the CPF of a lot in progress drops below 1.00 and the Contractor is taking 28 <br />no corrective action, or 29 <br />2. When the Pay Factor (PF) for any constituent of a lot in progress drops below 30 <br />0.95 and the Contractor is taking no corrective action, or 31 <br />3. When either the PF for any constituent or the CPF of a lot in progress is less than 32 <br />0.75. 33 <br /> 34 <br />5-04.3(11)G Rejection - An Entire Lot (Mixture or Compaction) 35 <br />An entire lot with a CPF of less than 0.75 will be rejected. 36 <br /> 37 <br />5-04.3(12) Joints 38 <br /> 39 <br />5-04.3(12)A HMA Joints 40 <br /> 41 <br />5-04.3(12)A1 Transverse Joints 42 <br />The Contractor shall conduct operations such that the placing of the top or wearing 43 <br />course is a continuous operation or as close to continuous as possible. Unscheduled 44 <br />transverse joints will be allowed, and the roller may pass over the unprotected end of the 45 <br />freshly laid mixture only when the placement of the course must be discontinued for such 46 <br />a length of time that the mixture will cool below compaction temperature.
