2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS <br />FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-85 May 6, 2025 <br /> <br />5-04.3(10)D2 HMA Compaction Nonstatistical Evaluation – Acceptance Testing 1 <br />The location of the HMA compaction acceptance tests will be randomly selected by the 2 <br />Engineer from within each sublot, with one test per sublot. 3 <br /> 4 <br />5-04.3(10)D3 HMA Nonstatistical Compaction – Price Adjustments 5 <br />For each compaction lot with one or two sublots, having all sublots attain a relative 6 <br />density that is 92 percent of the reference maximum density the HMA shall be accepted 7 <br />at the unit Contract price with no further evaluation. When a sublot does not attain a 8 <br />relative density that is 92 percent of the reference maximum density, the lot shall be 9 <br />evaluated in accordance with Section 1-06.2 to determine the appropriate CPF. The 10 <br />maximum CPF shall be 1.00, however, lots with a calculated CPF in excess of 1.00 will 11 <br />be used to offset lots with CPF values below 1.00 but greater than 0.90. Lots with CPF 12 <br />lower than 0.90 will be evaluated for compliance per 5-04.3(11). Additional testing by 13 <br />either a nuclear moisture-density gauge or cores will be completed as required to provide 14 <br />a minimum of three tests for evaluation. 15 <br /> 16 <br />For compaction below the required 92%, a Non-Conforming Compaction Factor (NCCF) 17 <br />will be determined. The NCCF equals the algebraic difference of CPF minus 1.00 18 <br />multiplied by 40 percent. The Compaction Price Adjustment will be calculated as the 19 <br />product of CPF, the quantity of HMA in the compaction control lot in tons, and the unit 20 <br />Contract price per ton of mix. 21 <br /> 22 <br />5-04.3(11) Reject Work 23 <br /> 24 <br />5-04.3(11)A Reject Work General 25 <br />Work that is defective or does not conform to Contract requirements shall be rejected. 26 <br />The Contractor may propose, in writing, alternatives to removal and replacement of 27 <br />rejected material. Acceptability of such alternative proposals will be determined at the 28 <br />sole discretion of the Engineer. HMA that has been rejected is subject to the 29 <br />requirements in Section 1-06.2(2) and this specification, and the Contractor shall submit 30 <br />a corrective action proposal to the Engineer for approval. 31 <br /> 32 <br />5-04.3(11)B Rejection by Contractor 33 <br />The Contractor may, prior to sampling, elect to remove any defective material and 34 <br />replace it with new material. Any such new material will be sampled, tested, and 35 <br />evaluated for acceptance. 36 <br /> 37 <br />5-04.3(11)C Rejection Without Testing (Mixture or Compaction) 38 <br />The Engineer may, without sampling, reject any batch, load, or section of Roadway that 39 <br />appears defective. Material rejected before placement shall not be incorporated into the 40 <br />pavement. Any rejected section of Roadway shall be removed. 41 <br /> 42 <br />No payment will be made for the rejected materials or the removal of the materials 43 <br />unless the Contractor requests that the rejected material be tested. If the Contractor 44 <br />elects to have the rejected material tested, a minimum of three representative samples 45 <br />will be obtained and tested. Acceptance of rejected material will be based on 46 <br />conformance with the nonstatistical acceptance Specification. If the CPF for the rejected 47 <br />material is less than 0.75, no payment will be made for the rejected material; in addition, 48
