2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS
FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-96 May 6, 2025

“Cyclic Density Price Adjustment”, by calculation. 1
2
“Cyclic Density Price Adjustment” will be calculated and paid for as described in 3
Section 5-04.3(10)B. 4
5
5-04.5.OPT2.GR5 6
(January 13, 2021) 7
Asphalt Cost Price Adjustment 8
The Contracting Agency will make an Asphalt Cost Price Adjustment, either a credit or a 9
payment, for qualifying changes in the reference cost of asphalt binder. The adjustment 10
will be applied to partial payments made according to Section 1-09.9 for the following bid 11
items when they are included in the proposal: 12
13
“HMA Cl. ___ PG ___” 14
“HMA for Approach Cl. ___ PG ___” 15
“HMA for Preleveling Cl. ___ PG ___” 16
“HMA for Pavement Repair Cl. ___ PG ___” 17
“Commercial HMA” 18
19
The adjustment is not a guarantee of full compensation for changes in the cost of asphalt 20
binder. The Contracting Agency does not guarantee that asphalt binder will be available 21
at the reference cost. 22
23
The Contracting Agency will establish asphalt binder reference costs twice each month 24
and post the information on the Agency website at: https://wsdot.wa.gov/business-25
wsdot/contracts/about-public-works-contracts/payments-reporting/asphalt-binder-26
reference-cost. The reference cost will be determined using posted prices furnished by 27
Poten & Partners, Inc. If the selected price source ceases to be available for any reason, 28
then the Contracting Agency will select a substitute price source to establish the reference 29
cost. 30
31
Price adjustments will be calculated one time per month. No price adjustment will be made 32
if the Current Reference Cost is within +/-5% of the Base Cost. Reference costs for 33
projects located in Eastern versus Western Washington shall be selected from the column 34
in the WSDOT website table labeled “Eastern”, or “Western”, accordingly. The adjustment 35
will be calculated as follows: 36
37
If the reference cost is greater than or equal to 105% of the base cost, then 38
Asphalt Cost Price Adjustment = (Current Reference Cost – (1.05 x Base Cost)) x (Q 39
x 0.056). 40
41
If the reference cost is less than or equal to 95% of the base cost, then 42
Asphalt Cost Price Adjustment = (Current Reference Cost – (0.95 x Base Cost)) x (Q 43
x 0.056). 44
45
Where: Current Reference Cost is selected from the website table based on 46
the “Date Effective” that immediately precedes the current month’s 47
progress estimate end date. For work completed after all authorized 48
working days are used, the adjustment will be based on the posted 49
reference cost during which contract time was exhausted. 50
51
