2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS <br />FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-2 May 6, 2025 <br /> <br />This Contract provides for the improvement of *** The construction of up to 4,849 tons of Hot 1 <br />Mix Asphalt, Class ½-inch, PG 64-22, two inches (2”) thick, on selected City streets, including 2 <br />grinding, utility adjustments, such as manhole, catch basin, inlet, valve box, monument case 3 <br />and cover, striping, channelization, traffic induction loops *** and other work, all in accordance 4 <br />with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. 5 <br /> 6 <br />1-01.3.RTF 7 <br />1-01.3 Definitions 8 <br />(January 19, 2022 APWA GSP) 9 <br /> 10 <br />Delete the heading Completion Dates and the three paragraphs that follow it, and replace 11 <br />them with the following: 12 <br /> 13 <br />Dates 14 <br />Bid Opening Date 15 <br />The date on which the Contracting Agency publicly opens and reads the Bids. 16 <br />Award Date 17 <br />The date of the formal decision of the Contracting Agency to accept the lowest 18 <br />responsible and responsive Bidder for the Work. 19 <br />Contract Execution Date 20 <br />The date the Contracting Agency officially binds the Agency to the Contract. 21 <br />Notice to Proceed Date 22 <br />The date stated in the Notice to Proceed on which the Contract time begins. 23 <br />Substantial Completion Date 24 <br />The day the Engineer determines the Contracting Agency has full and unrestricted 25 <br />use and benefit of the facilities, both from the operational and safety standpoint, any 26 <br />remaining traffic disruptions will be rare and brief, and only minor incidental work, 27 <br />replacement of temporary substitute facilities, plant establishment periods, or 28 <br />correction or repair remains for the Physical Completion of the total Contract. 29 <br />Physical Completion Date 30 <br />The day all of the Work is physically completed on the project. All documentation 31 <br />required by the Contract and required by law does not necessarily need to be 32 <br />furnished by the Contractor by this date. 33 <br />Completion Date 34 <br />The day all the Work specified in the Contract is completed and all the obligations of 35 <br />the Contractor under the contract are fulfilled by the Contractor. All documentation 36 <br />required by the Contract and required by law must be furnished by the Contractor 37 <br />before establishment of this date. 38 <br />Final Acceptance Date 39 <br />The date on which the Contracting Agency accepts the Work as complete. 40 <br /> 41 <br />Supplement this Section with the following: 42 <br /> 43 <br />All references in the Standard Specifications or WSDOT General Special Provisions, to 44 <br />the terms “Department of Transportation”, “Washington State Transportation 45 <br />Commission”, “Commission”, “Secretary of Transportation”, “Secretary”, “Headquarters”, 46 <br />and “State Treasurer” shall be revised to read “Contracting Agency”. 47 <br /> 48
