Optical fiber including all manufacturing processes, from the initial preform 2 <br />fabrication stage, though the completion of the draw; 3 <br /> 4 <br />f. Lumber including all manufacturing processes, from initial debarking through 5 <br />treatment and planing; 6 <br /> 7 <br />g. Drywall including all manufacturing processes, from initial blending of mined or 8 <br />synthetic gypsum plaster and additives through cutting and drying of 9 <br />sandwiched panels; or 10 <br /> 11 <br />h. Engineered wood including all manufacturing processes from the initial 12 <br />combination of constituent materials until the wood product is in its final form. 13 <br /> 14 <br />If a Construction Material is not manufactured in the United States it shall be 15 <br />considered a Foreign Construction Material. 16 <br /> 17 <br />2. Excluded Material: A material where Buy America requirements do not apply. This 18 <br />includes the following: 19 <br /> 20 <br />a. Materials excluded by Section 70917(c) of the Buy America, Build America Act 21 <br />with respect to aggregates this includes cement and cementitious materials, 22 <br />aggregates such as stone, sand, or gravel or aggregate binding agents or 23 <br />additives. These materials shall be classified as excluded materials based on 24 <br />the composition when brought to the work site. It also includes combinations of 25 <br />these excluded materials when mixtures of Excluded Materials are delivered to 26 <br />the work site without final form for incorporation into the project (i.e. wet concrete 27 <br />and HMA). If they are formed prior to delivery, they are a Manufactured Product 28 <br />and not an Excluded Material. 29 <br /> 30 <br />b. Temporary materials that are not being permanently incorporated into the 31 <br />project. 32 <br /> 33 <br />c. Raw or minimal processed materials where the article, material, or supply does 34 <br />not fall into any of the categories, as it is not a Manufactured Product, an Iron or 35 <br />Steel Product, or a Construction Material and when these materials are 36 <br />delivered to the work site without final form for incorporation into the product (i.e. 37 <br />seed mix and topsoil). If they are formed prior to delivery, they are a 38 <br />Manufactured Product and not an Excluded Material. 39 <br /> 40 <br />3. Iron or Steel Product: An article, material, or supply that consist of wholly or 41 <br />predominantly of iron or steel or a combination of both. To be considered 42 <br />predominantly of iron or steel or a combination of both means that the cost of the iron 43 <br />and steel content exceeds 50 percent of the total cost of all its components. The 44 <br />cost of iron and steel is based on a good faith estimate of the cost of the iron or steel 45 <br />components. 46 <br /> 47 <br />4. Manufactured Product: A Manufactured Product includes any item produced as a 48 <br />result of the manufacturing process. Items that should be treated as a manufactured 49 <br />product (rather than a construction material) are: 1) items that consist of two or more 50 <br />of the listed construction materials that have been combined together through a 51 <br />manufacturing process, and 2) items that include at least one of the listed 52
