2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS <br />FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-20 May 6, 2025 <br /> <br /> 1 <br />2. All Manufactured Products used in the project. This means the manufactured 2 <br />product was manufactured in the United States. 3 <br /> 4 <br />3. All Construction Materials used in the project. This means that all manufacturing 5 <br />processes for the construction material occurred in the United States. 6 <br /> 7 <br />An article, material, or supply will be classified in one of four categories: 1) Iron or Steel 8 <br />Product, 2) Manufactured Product, 3) Construction Material, or 4) Excluded Material. Only 9 <br />a single category will apply to an item except as follows: 10 <br /> 11 <br />1. With respect to precast concrete products that are classified as Manufactured 12 <br />Products, the components of precast concrete products that consist wholly or 13 <br />predominantly of iron, steel, or combination of both shall meet the requirements 14 <br />for and be tracked as an Iron or Steel Product. The item shall also meet the 15 <br />requirements for a Manufactured Product, and the cost of the iron or steel 16 <br />components shall be included in determining if the Manufactured Product was 17 <br />produced in the United States. 18 <br /> 19 <br />2. With respect to intelligent transportation systems and other electronic hardware 20 <br />systems that are classified as Manufactured Products, the cabinets or other 21 <br />enclosures of such systems that consist wholly or predominantly of iron, steel, 22 <br />or a combination of both, shall meet the requirements for and be tracked as an 23 <br />Iron or Steel Products. The item shall also meet the requirements for a 24 <br />Manufactured Product and the cost of the iron or steel components shall be 25 <br />included in determining if the manufactured product was produced in the United 26 <br />States. 27 <br /> 28 <br />Some contract items are composed of multiple parts that may fall into different categories. 29 <br />Individual components will be categorized as a Construction Material, a Manufactured 30 <br />Product, an Iron or Steel Product, or an excluded material based on their composition 31 <br />when they arrive at the staging area or work site. 32 <br /> 33 <br />Definitions 34 <br />1. Construction Material: Defined as any article, material, or supply brought to the 35 <br />construction site for incorporation into the final product. Construction materials 36 <br />include an article, material, or supply that is or consists primarily of: 37 <br /> 38 <br />a. Non-ferrous metals including all manufacturing processes, from initial smelting 39 <br />or melting through final shaping, coating, and assembly; 40 <br /> 41 <br />b. Plastic and polymer-based products including all manufacturing processes, from 42 <br />initial combination of constituent plastic or polymer-based inputs, or, where 43 <br />applicable, constituent composite materials, until the item is in its final form); 44 <br /> 45 <br />c. Glass including all manufacturing processes, from initial batching and melting of 46 <br />raw materials through annealing, cooling, and cutting); 47 <br /> 48 <br />d. Fiber optic cable (includes drop cable) including all manufacturing processes, 49 <br />from initial ribboning (if applicable), through buffering, fiber stranding and 50 <br />jacketing, (fiber optic cable also includes the standards for glass and optical 51 <br />fiber); 52
