At the commissioning of a new traffic signal, or the recommissioning of an 20 <br />existing traffic signal which has been upgraded. 21 <br />2. Countermanding a traffic signal indication at a signalized intersection. 22 <br />3. Directing vehicle and pedestrian traffic when a traffic signal indication is turned off 23 <br />or is inoperative. 24 <br />4.
