WHEREAS, the Planning Commission has considered all of the proposed Compre- <br /> hensive Plan Land Use Map and Policy amendments as well as implementing rezones, so <br /> that the cumulative effects of all amendments have been fully ascertained, as required by <br /> the Growth Management Act; and <br /> WHEREAS, the Planning Commission has recommended to the City Council the <br /> approval of various amendments to the Land Use Map and the rezoning of specific <br /> properties to implement the Comprehensive Plan; and <br /> WHEREAS, the City Council held a Public Workshop on January 27, 1999, and a Public <br /> Hearing on February 4, 1999, to consider the recommendations of the Planning Commis- <br /> sion concerning various amendments to the Land Use Map and the rezoning of specific <br /> properties to implement the Comprehensive Plan; and <br /> WHEREAS, the Public Hearing scheduled for April 21, 1999,was postponed until <br /> Safeway was able to control or acquire all the property in the rezone area and to work to <br /> address site plan and development impacts of the proposed development; and <br /> WHEREAS, the City Council finds: <br /> 1. The existing Safeway store is located between Rucker Avenue, Terrace Drive, 41St Street and <br /> 42°a Street; <br /> 2. The existing Safeway store contains approximately 21,000 square feet; <br /> 3. Trends in the grocery industry call for larger stores providing a wide range of products and <br /> services; <br /> 4. Safeway proposes to expand by vacating Terrace Drive and rezoning the west side of Terrace <br /> Drive from R-1 (Single Family) to B-2 (Community Business); <br /> 5. The subject property is designated"Single Family Detached, 5 to 10 Dwellings per Gross <br /> Acre;" <br /> 6. It is necessary for the applicant to amend the Land Use Map of the Comprehensive Plan to a <br /> commercial land use designation in order to rezone the property; <br /> 7. The west side of 4100 block of Terrace Drive contains 9 single family dwellings; <br /> 8. The Land Use Element of the Comprehensive Plan includes land use policies relevant to the <br /> proposed amendment to the land use map, and specific criteria to be used in evaluating land <br /> use map changes; <br /> 9. Land Use Policy 1.1.3 (d) requires the Planning Commission to determine whether: <br /> (i) the redevelopment is necessary to preserve the economic viability of an existing <br /> commercial use that serves the community; <br /> (ii) the commercial redevelopment is part of a unified commercial development that <br /> includes coordinated architectural design, drainage, access, and utilities, and <br /> 2 <br />
