WQC-2025-EverPW-00177 <br />Lenora Regional Stormwater Facility <br />City of Everett <br />Page 2 of 42State of Washington Department of Ecology <br />Agreement No: <br />Project Title: <br />Recipient Name: <br />two fully functional cells to provide treatment for total suspended solids (TSS), oil (total petroleum hydrocarbons), <br />dissolved copper and zinc, and total phosphorus. The RECIPIENT will also construct the foundations of the remaining <br />three cells. The RECIPIENT will cover the cost to fill these three cells with borrow stockpile material, topsoil, and seed <br />for wildflower meadow ground cover. The RECIPIENT will replace and upgrade undersized piping from the <br />intersection of Lenora Street and 3 rd Avenue to convey stormwater to the Filterra Bioscape system . The RECIPIENT <br />will also install an underground concrete flow splitter vault in Lenora Street to separate the treatment flow volume and <br />will construct conveyance piping and pretreatment facilities in 1 st Avenue. <br />This first phase includes treatment for 172.6 acres (67 percent) of the total contributing area, which includes stormwater <br />conveyed from Lexington Avenue , Commercial Avenue, 61 Street SE, Broadway, and Lenora Street. Land use in the <br />contributing area consists primarily of single-family residences. <br />Overall Goal: <br />This project will help protect and restore water quality in Washington State by reducing stormwater impacts from <br />existing infrastructure and development. <br />Template Version 12/10/2020
